DOLE to Cover Employment Salary Who Undergoes 14-Day Quarantine

The Department of Labor and Employment is shouldering the salaries of employees affected by 14-day quarantine. Regular employees are qualified for this benefit and they can their salary if they don’t have any leave credits left.

To qualify, regular employees must submit documents to support their claim. They can also ask a memo from their employer stating they will undergo the 14-day quarantine.

Labor Secretary Silvestre Belo III confirmed the employee benefits during a DZMM Teleradyo interview. He added that he met with the employers’ group and talked about the benefits employees will get. According to Belo, DOLE will shoulder the 14-day salary of employees who will go into quarantine. He followed up by clarifying that the employees will receive the salary whether they have the symptoms or don’t. He also added that the funds will come from DOLE.

DOLE is also looking for ways to help ‘no work, no pay employees.’ They’re searching how these locals can earn during the COVID-19 crisis. Some of their programs are livelihood assistance, emergency jobs, and skills training programs.

The Philippine government, like Italy and other COVID-stricken countries, are doing what they can to protect the people. The virus is spreading like wildfire and it can affect more lives if we don’t work together.

This is a difficult time, everyone should work together. The government and news companies should give out only correct information, especially about protection from the virus. It’s a relatively new virus, and there’s a lot to learn about this. The country’s health workers are also doing what they can to treat the patients. Japan had recently introduced the new visa system giving way to foreign workers. This is the reason why many foreign workers are interested to find a job in Japan. In the same manner, interested workers want to know about the salary packages and employee’s benefits offered by the companies.

The truth is the companies in Japan do not offer a high salary. But they offer bonuses and allowances to compensate those working beyond the standard working hours.

What are the benefits given to employees?

Workers in Japan can take advantage of the following benefits:

Annual sick leave

The companies in Japan generally don’t offer paid sick leave. That’s why a sick employee can use the paid vacation in lieu of the leave of absence. But foreign companies based in the country offer sick leave as a special benefit for the employees.

Annual paid leave

It is stated in the Labor Law of Japan that all contractual and permanent employees are entitled to paid leave every year. Employees can enjoy 10 days leave with pay within the six months’ probation period. Those working for more than six years are given 20 days of paid leave.

Social security

  • Citizen’s health insurance – Also known as Kokumin Kenko token is intended for part-time workers and self-employed individuals. This health insurance covers almost 70% of the total cost of medical treatment.
  • Social security – This is another comprehensive insurance scheme offered by the government of Japan. The social security or the “Shakai Hoken” is mandated by the law. That’s why companies are obliged to give this benefit to their employees. However, only 50% of the monthly premium is paid by the employer and the remaining 50% is paid by the employee through a salary deduction.

The Shakai Hoken covers health insurance, unemployment insurance, industrial injuries insurance, and pension benefit. Workers who intend to find a long-term job in Japan will benefit from this type of insurance. After 20 years of working or living in Japan, an individual will enjoy the insurance coverage.

  • Business expenses – The employee can fully reimburse the business-related expenses accumulated from travel, accommodation, and meals.
  • Commutation expenses – This employee’s benefit is not mandatory by the law. But most companies in Japan refund the commutation expenses. It is subject to Labor Insurance and Social Insurance but exempted from the income tax of the employee.
  • Overtime pay – Working beyond the standard 40 hours a week entitles an employee for overtime pay. In the same manner, the company should create a written agreement between the management and employees if they will conduct overtime regularly.

Long/short-term leave

  • Maternity leave – A pregnant employee can enjoy maternity leave benefit. It started six weeks prior to the due date and eight weeks after the delivery date. The employee may report for work only upon the physician’s approval.
  • Maternity leave compensation – During the maternity leave, social insurance will cover two-thirds of the salary of the employee. In case the company offers an amount to the employee, social insurance may reduce the base pay limit.
  • Childcare – Both parents can avail of this type of benefit. The childcare benefit starts after the end of the maternity leave up to the child turns 1 year old. However, the duration of the childcare leave should not be more than a year. The compensation of the childcare leave is covered by the labor insurance.

Additional paid leaves

Special leave benefits may be granted only upon the approval of the company.

  • Public work leave – A company may approve leave of absence if an employee will carry out duties in the public office.
  • Leave for marriage – An employee who is about to get married can take leave for five days.
  • Leave for jury service – An employee who will serve as a juror in a court is granted for a few days leave.
  • Leave for attending Buddhist memorial service – One day leave is granted to an employee to commemorate the first-year anniversary of a deceased parent, child, or spouse.
  • Bereavement leave – The number of bereavement leave varies depending on the case. If the parent, child, or spouse of the employee dies, five days of leave is granted. In the case of a grandchild, grandparent, sibling, spouse’s parent, or child’s spouse death, the employee can take three days approved leave of absence. Extra two days leave is granted if the employee is the one arranging for the funeral service.

SSS Prepares Php1.2B Unemployment Benefit Funds to Members for Covid-affected workers

With the surge of COVID-19, the Philippines is preparing, not only for more health cases but unemployment as well. In light of the situation, SSS announced that the agency has enough funds to provide for its members. This fund will go to the members who won’t be able to come to work at the moment.

Finance Secretary Carlos Dominguez III that SSS can shell out as much as Php1.2B to more than 60,000 members.  COVID-19 affected many industries in the country, thus also affecting employees. The agency is expecting between 30,000 to 60,000 members who need this help due to private companies halting their operations while the virus continues to spread.’

Dominguez assures SSS members that they can get their benefits should the need for it arises. Republic Act No. 11199 or the Social Security Act of 2018 qualifies its member to unemployment benefits. Members can get ‘half of their average monthly salary credit for a maximum of two months if they are displaced because of redundancy, installation of labor-saving devices, retrenchment, closure or cessation of operation and disease or illness.’

Thanks to the efforts of SSS management, many members can rest knowing they will get some help. It’s not much, but this can help them survive while authorities are trying to contain the situation.

As of now, COVID-19 is affecting more citizens in the country. But with the help of the government, and people’s correct hygienic practices, this too shall end. Everyone needs to stay updated at this time and stay at home unless it’s necessary to go outside. There’s already a curfew in the Metro, and citizens need to be inside by 8:00 pm. Here’s good news for those unemployed and self-employed individual! They can register as a voluntary member of PAG-IBIG. An individual who is 18 years of age and not more than 65 years’ old can register as a voluntary member, provided that they will abide with the rules and regulations.

Who are qualified in Pag-IBIG Voluntary Member?

  • Non-working spouses

Non-working spouses who manage family affairs and household in full time are qualified to register as a voluntary member. But, the working spouse must be a PAG-IBIG member. The requirements include written consent from the working-member spouse, certificate of compensation and employment of the working spouse, and affidavit of unemployment.

  • Self- employed

This include freelancers, consultants, professionals, and owners of small businesses. They should provide the following requirements such as latest ITR certified by a CPA, two 1×1 ID photos, certificate of ESAV/remittance (for old members). For small business owners, they need to submit Mayor’s permit or business permit, and DTI or SEC registration.

  • Self-employed professionals

Professionals who were government licensed to practice their expertise may also register with PAG-IBIG as a voluntary member. The requirements needed include the latest ITR for the previous year, BAR/PRC license, certificate of ESAV or remittance, and two 1×1 ID photos.

  • Overseas Filipino Workers

OFWs who are reactivating members of PAG-IBIG can register as a voluntary member. They need to submit the latest contract of employment bearing the POEA original stamp, passport, POEA license, two 1×1 ID photos, ESAV or certificate of remittance. In case a representative will submit the requirements and pay the contributions, a Special Power of Attorney must be provided.

  • Self-paying employee

If you are employed but choose to pay your PAG-IBIG contributions on your own, you are qualified as a voluntary member. You need to submit certificate of compensation and employment, company ID, and latest pay slip.

How to register online as Pag-IBIG Member?

  1. Log in to https://www.pagibigfundservices.com/
  2. Click “online services” and proceed to membership registration
  3. Click “new member” and “continue”
  4. Provide the required information such as new member info, address, contact, member category, heirs, and employment history.
  5. Before clicking the “submit registration”, review all the information.
  6. After submitting the registration, you’ll receive the registration tracking number through email or text message. Make sure to keep the number as you’ll need it again when you visit the website.
  7. Clicking the “view registration information” box you’ll find the PAG-IBIG MID number. Copy it as it is important when you make your first PAG-IBIG contribution.

Being a PAG-IBIG member allows you to avail and enjoy the benefits offered by the agency.

Good news to Filipino Senior Citizens! The House of Senate is proposing a Php10,000 cash gift for senior citizens age 80-90. Seniors above 100 years old will receive Php100,000. Senator Leila de Lima spearheads Senate Bill No. 1319 which will give the cash gifts to the seniors.  If approved, the bill is another senior citizen benefit, aside from Republic Act 10868, which rewards Php100,000 to centenarians. The bill hopes to assist more senior citizens as they grow older.

The Department of Social Welfare and Development or DSWD reports cases of senior citizens who don’t reach age 100. The world average of life expectancy is 72, but most Filipino seniors only reach 69.3 years old. The new bill aims to give them some incentive.

De Lima insists that most 100-yr old citizens won’t enjoy the cash gifts anymore because of their age. The new bill can, at least, give them hope and money to spend on some of the things they need. Other senators are sponsoring the bill. They are Senators Juan Miguel Zubiri, Aquilino ‘Koko’ Pimentel, and Ramon ‘Bong’ Revilla, Jr.

The Philippines has a lot of benefits for seniors. One of these is the discount for medicines, groceries, and restaurant foods. It won’t hurt to get more benefits for them. They can use it because many seniors retire with no money. Many of them had to raise their children that they weren’t able to save for their future. It’s good that the Philippine government recognizes our elders. They need help.

  • The partner school will endorse the applicant list to the Regional Office of the DOH in the chosen region after application.
  • The authorized Regional Office staff will bring the results of the exam for evaluation to the HHRDB. This is the Health Human Resources Development Bureau – the agency responsible for the assessment of the applicants.
  • The HHRDB will evaluate the exam.
  • The agency will wait for the approval of the Pre-Service Scholarship Program Management Committee.
  • The HHRDB will coordinate with the partner school once they approve the candidate.
  • The partner school will notify successful applicants and proceed with the enrollment process.
  • The partner school will also give their enrolled scholars list to the Regional Office for proper documentation.
  • They will also endorse the list to the HHRDB office.
  • HHRDB will issue the Department Personnel Order or DPO.

SSS will notify you in 2 days after your employer certified your SSS loan. You will receive the notification via email or SMS. Make sure your contact information is correct in the My.SSS portal.

  1. Use Payment Reference Number To Pay Your Loan Proceeds.

Pay the monthly loan amortization after you get your salary loan. Voluntary members use their PRN to pay the loan in payment channels. Employers of an employed SSS member will deduct their employee’s loan from the salary and remit it to SSS.

Former Valenzuela Mayor and Congressman Win Gatchalian files bill for Senior Citizens. The “Homes for the Ab@ndoned Seniors Act of 2019” proposes the wellbeing of our beloved local elders. His hometown’s “Bahay Kalinga” organization inspired the Senator to create the bill.

He proposes that every local government unit gets funding to build a shelter for Senior Citizens. The Senate Bill No. 737 seeks to give homes to elder who can’t take care of themselves. They will find retreat in those homes.

These nursing homes will provide shelter, food, and clothing, health care including medicines, and activities for the elders. They can enjoy it there and interact with other seniors! Activities are for their wellbeing and recreation. These elders will also get equal treatment. The nursing homes will be their new homes. The staff will take care of them and they will become a member of that “family”.

This bill is very timely as more, younger generations leave their elders behind. Some do this because of financial reasons. But some simply want to take the burden off their shoulders. Sad to say, this is the reality nowadays in the country. As many youths realize they want to save for their future, travel or enjoy, they are leaving their beloved elders. Through the bill, these elders can find their new “homes”. Of course, it’s very different when they’re with their loved ones. But this can still be the answer for the ones who are already living alone and even homeless.

There are still many loving children who look after their elders. These children will spend their last centavo to provide for their parents or grandparents. And, that is inspiring! Mang Melchor is a janitor in the City of Manila. He has been for 33 years. He lives in Cavite but only comes home every weekend. Because of that, Mang Melchor stays in the city hall during business days. It’s his way of saving some cash to give to his family. The City of Manila acknowledges this. And, with the help of the signed Administrative Order No.29 of President Rodrigo Duterte, Mang Melchor now has a house! Yorme Isko Moreno announces this on his Facebook page and happily tells Mang Melchor.

Yorme Isko praised Mang Melchor for his services to the city. The mayor said that Mang Melchor will receive a free “housing project” and a Smartphone. He finished his speech by saying “Mabuhay po kayo” to Mang Melchor. This housing program is an initiative of the city. This is also under the Administrative Order of the President of the Philippines. The President signed it last January 10 of this year. The order beneficiaries include government employees under the “job order” and “contractual” categories. The largest amount is Php3,000.

The City of Manila is the second largest in Metro Manila and the Philippines. It is home to many government agencies, attractions, malls, universities, and more. It’s also home to millions of illegal settlers. This is a problem for many government officials especially for the past and present mayor. It’s hard to relocate the illegal settlers “squatters” to other places. They insist that living in the Metro is easier when finding jobs. They also like the convenience of city living. Of course, this haunts the landowners and government officials. How will they use the land for improvement if the people won’t leave?

Well, Yorme Isko knows how! In his interview with ABS-CBN, he mentioned he will build “Tondominiums”. He calls it so because these are high-rise buildings that will stand in Tondo hence the name. He plans to start the construction this year. He will build two buildings first. His office already acquired a 3,000 and 2,000 square meter lots. So, it’s only a matter of time before the settlers can have new and “legal” homes. The Manila government borrowed Php5B from the Development Bank of the Philippines. They can also borrow Php10B from the Land Bank of the Philippines if they need additional funds.

The other funds will also go to the social improvement of the city as well as for health, parks, and other improvements in Manila. Php1.8M will go to the Social Amelioration Program of the city coming from the signed 2020 budget. It seems Yorme is working very hard to rebuild the old city. Many illegal settlers will benefit from this project. Of course, they may need to pay for rent or to own their unit. But, it’s so much better than not having their properties. They can live in the city the legal way thanks to Isko Moreno’s initiatives.

Ricky Jay Javate and his girlfriend proved that their relationship goals are strong. After three years of working in Taiwan, they build their dream home. The two worked as factory workers. They had to go away from their families for a while to earn money and save up.

 

Their journey wasn’t easy but it was worth it. The two were both jobless and had no money but they had teamwork. They also had a dream which is to have their house. Now, they already have that. But what did they do to reach their goals in only three years? Ricky shared some tips on what to do.

 

Tips from the Couple

  1. You must have a reason for working abroad. This will push you to strive harder. It will also make you stronger while you’re away. Life abroad is very hard but you can make it if your family is your reason and inspiration.
  2. Plan and budget your expenses and what you’re saving for. You have a set amount of income each month from your salary. Use that as a basis of your computations. Compute on what you’re sending home, spending, and saving. Ricky and his girlfriend planned and saved together. He added that you should save up according to what you’re earning. Don’t compute for something you won’t get. For example, if your salary is Php20,000 a month then set realistic goals according to that amount. Never compute above it.
  3. Stay consistent and determined when saving up. You have a monthly target and save that amount first before spending on other things. Leisure like malling, eating out, watching movies, and more should only happen after you allocated money for savings.
  4. Push yourself to save while you can. He said that you shouldn’t make excuses even when you’re already tired. He also mentioned that reaching goals is hard when people make excuses. Save first before buying expensive things. Save first before resting. That should help you reach your goals faster.

Many Filipino workers depend on Social Security System during unexpected circumstances and retirement. As a member of SSS gives an individual the privilege to enjoy several benefits. But sometimes the processing of loan applications or claims would take a long time. To avoid delays, there are useful tips to maximize the membership.

  1. Ensure accurate personal details

When filing claims, the main document required by the SSS is the birth certificate. With this it’s important to have this document issued by the PSA. See that the details or information stated in your SSS records are the same with the details in the birth certificate, particularly the full name, age, and date of birth. Any discrepancy would affect the processing.

That’s why if your present marital status in your SSS records is single and you got married, change your marital status. You can fill-up and submit the Member Data Change Request Form. You can also check your record online through My.SSS portal.

  1. Keep the list of the beneficiaries updated

If you’re married and have kids, always update your beneficiaries. Accomplish and file the Member Data Change Request Form along with the birth certificate and marriage certificate certified by the PSA. Updated list of beneficiaries is helpful when filing for death claims.

Primary beneficiaries include legal spouse, legitimate, illegitimate and legitimated minor children, and dependent minor. The parents of the member are the secondary beneficiaries. You must show the beneficiaries in the SSS Form E-1 and E-4 of the member.

  1. Register only one SS number

Having multiple SS number would cause delay in processing your claims. With this, the SSS reminds every member to register only one SS number. In case of multiple SS numbers, the best thing to do is to cancel the other number registered. It will merge all the contributions and records in one SS number.

  1. Pay the SSS loans on time

If you have a standing loan to SSS pay it on time to avoid penalties. If you are employed and your employer is deducting the loan payment from your salary, check if they remit the payment. Otherwise, you can file a complaint. It requires a loan collection list issued by your employer for late posting of payments.

  1. Check your payments for contributions

Non-remittance of contributions of the employees is a violation of employers. Violating the SS law can make them convicted and pay for penalties or imprisonment. Default of payment can cause delays in approval in case you will file for another loan. The good thing is that you can check and monitor your online and the SSS will send you updates through text messages.

SSS membership is a lifetime. You can pay your contributions even if you lose a job because you can pay as a voluntary member. It is your responsibility as an SSS member to keep your records on track to avoid issues when filing for claims.

Office employees aren’t the only ones who should get 13th month pays. They also work hard for their bosses. Some of them don’t have day-offs. Others can’t even go out of the house to buy something.

This time, the Department of Labor and Employment is looking after them. For a change, the agency insisted charges can be filed if the employer neglect to give 13th-month pay to a Kasambahay. The 13th-month pay should be equal to one month’s salary. This is according to Secretary Silvestre Bello III.

Bello discussed that DOLE can’t file charges if no one comes forth to complain about their employer. But he mentioned the agency rarely receives complaints about it. Concerning companies, he clarified that employers can request for exemptions. They can do that in cases of calamities.

Section 25, Payment of Wages states that these employees should give a salary at least once a month. There should be no deductions. They can only do that if there is consent from the worker or authorities. Employers can’t give promissory notes or other forms of payments like vouchers. Kasambahays also need to get SSS, Philhealth, and Pag-Ibig.

What a great Christmas this year will be! Kasamabahays can enjoy their benefits from their employers. Of course, not all employers are agreeing. Some employers also are just office employees. They also only can afford small pay for their Kasambahays. It’s a good thing that Kasambahays will receive this but it’s a problem if their employees aren’t rich. Remember that famous Filipino and Dutch couple from 2017? This couple named Roger Casugay and Dutch national Lisa Verweij made waves when they paraded their love affair after meeting in La Union. People couldn’t believe that a woman as beautiful as Lisa will like Roger. But according to the couple, they fell in love as in a short amount of time. Lisa even mentioned that she liked him after a few days of meeting him.

The two met when Lisa hired Roger to teach her to surf. Roger is an expert surfer. Since La Union is gifted with spectacular beaches, living there would mean someone can become very good at surfing. The province, like Siargao, has good waves perfect for surfing. So, many foreigners frequent it to learn about the sport.

But, what made Roger famous once more is for saving an Indonesian national in the recent SEA Games. The athlete almost died but Roger who is also an athlete, representing the Philippines, saved his life. Roger became a hero for many especially for Indonesians and sports enthusiasts. Most of all, Filipinos look up to him for his bravery. The House of Senate even made a resolution saluting the Pinoy surfer.

They honored Roger for saving Arip Nurhidayat. The senators responsible for the resolution are Senators Christopher Bong “Go” and Nancy Binay. Nurhidayat had a hard time riding his surfboard. The waves were rolling during the men’s longboard surfing competition. He fell from his surfboard so Roger helped saved him from drowning.

Don’t underestimate Roger for he is not only the apple of the eye of Lisa. He is also a hero for many Filipinos and a good surfer. As for his love story with Lisa, the two are still very much in love. Proof of this is the pictures of the two shares on their Facebook page. It’s Never Too Late to Reach for your Dreams! An ALS Passer Becomes A Cum Laude

What does it take to become successful? For this woman, it took passing the ALS and continuing her studies to become a Cum Laude. ALS is the Alternative Learning System Accreditation and Equivalency Test. It’s a test to evaluate a student’s competence so the student can move forward to the next education level. ALS passers can skip the educational years if they’re lucky. This is perfect for students who repeated in school or ones that didn’t go to school at the right age. Students who pass can enroll in the educational level ALS approved for them.

Kezia Keren Ambag passed the ALS and even became a Cum Laude. She wowed netizens after they learned she topped the Teacher’s Board Exams.  So, she didn’t only pass the ALS and became a cum laude – she also became the number 1 board exam passer for teachers. Kezia missed several levels in basic education but her intelligence is undeniable. Imagine not going to several levels in school but getting very good grades in college? She is an amazing and bright woman.

UP Assistant Professor at the College of Education, Mercedes Arzadon shared the story. She shared it because she is in awe of the achievement of Kezia. She mentioned that the ALS community is proud of her achievements and for topping the LET. Kezia went to the Philippine Normal University in Agusan del Sur, Mindanao.

She took up Bachelor of Elementary Education (BEEd). This story signifies how anyone, including you, can reach for their dreams through dedication. Sure, there will be obstacles and it may seem your dreams are too far away. But always put your trust in the Lord and yourself that you can do anything as long as you’re willing to try.
