Bus Conductor Pays for Fare of Senior Citizen

Nowadays the usual news that you will hear in this country are about crimes, drugs, accidents, and maltreatments even on the elderly. More often than not, it looks like humanity has lost good bone in them. So, it’s a refreshing respite when you hear about people doing good deeds to someone who’s not even related to them. It would make you feel like there’s still hope for mankind. Just like in the case of this bus conductor who paid for the fare of a senior citizen who doesn’t have enough money.

As narrated in a post on the Netizen of Sergio Osmena Facebook page, the senior citizen asked the conductor if he can ride the bus even if his money isn’t enough to pay for the bus fare. The post was originally from a certain Reme. While most bus conductors or driver will not allow the old man to ride the bus and would probably say bad words to him, this conductor didn’t even think twice and allowed the man to ride the bus. He told the senior citizen that he will give him a ticket and there’s no need to pay for it. The old man was more than thankful to the conductor and was even teary-eyed because he will finally be reunited with his family.

According to the post, it’s a Yellow Bus Line Marbel, Koronadal – Tacurong, Sultan Kudarat route. The bus fare ranges from Php326-419. This is not a small amount of money for the conductor but his good heart wanted to help the old man. He could have bought food for his family with that money but helped someone in need instead. The netizens highly praised the man’s good deed. His picture was posted in the desire to praise him and to inspire people to also be compassionate to the needy. The post got more than 2.4K comments, 26K reactions, and 8.6K shares.

This vegetable supplier in Benguet is one of the few good people who still believe that one shouldn’t do a good deed and expect something in return. Without second thoughts, this woman returned a bag she saw in a fast-food restaurant.

As per Cordillera Express, Alice Baguitan, 37 yrs. old narrated how she returned the lost bag of the two ladies eating in a fast-food restaurant in Laoag City who were sitting at the table next to hers. She noticed that when the two stood up to leave, they left a bag.

She was surprised that upon opening the bag, it was full of money. She didn’t hesitate to follow the bag’s owner whom she had overheard to be going to the bus station. She immediately went out of the restaurant and rode a tricycle to go to the bus station.

The bag contains Php2.7M which was for the hospitalization of the owner’s relative who was confined in a hospital in Manila. The owner was very thankful to Baguitan for her honesty and tried to reward her honesty. Alice politely declined in accepting the reward saying that she didn’t return the bag for a reward. She did so because of her belief as a Christian that doing something good pleases the Lord and will give her more blessings.

Meanwhile, the bag’s owner sent a text message to Police Senior Master Sergeant Joan Alipio of the Ilocos Norte Police Provincial Office who happens to be a cousin of the honest vegetable supplier. She said that Igorots are trustworthy. What the owner texted was true and it would do the world good if there would be more Alice Baguitan who’s honest enough to return such a big amount of money and doesn’t even expect a reward for her good deed.

The extreme population growth has brought about many problems especially with regards to the garbage disposal. The waste collected daily is more than the capacity that can be disposed of properly. The most prominent waste product is plastic and has become a big problem with regards to its disposal. You might have read or heard about the plastic problem in the oceans where the water creatures have fallen victim because they thought of it as food.

In Bay, Laguna, they have started a campaign wherein when you surrender plastic waste; it will be replaced with washing detergent. Councilor Jimbo Reyes, through his Facebook post, had urged the residents to collect their plastic waste and bring it to their office. They, in turn, will replace this with powder detergent that can be used in washing clothes.

Their slogan for this project is “Less basura, less problema, libre pa sabong panlaba”. According to the councilor, this project is a program of the members of AMBEC (Association of Municipal and Barangay Environment Council) in Bay, Laguna. He further encouraged his constituents to start collecting their plastic wastes. They should coordinate with the Committee on Environment or MENRO (Municipal Environment and Natural Resource Office) in the Municipal Hall.

Reyes reminded the residents to ensure that the waste products are clean and dry. He urged them to take part in #TeamEnvironment and it seems to be getting positive feedback. Although it may be true that it’s getting hard to contain and dispose of the wastes properly, if everyone would just cooperate with the schemes that the government had been initiating, the country will not drown in waste. Cooperating with these schemes will be for the best of everyone. Another thing that everyone should consider is trying to avoid too much use of plastic. If you can use an alternative for plastic, it will be better.

The impending increase in ATM fees got negative reactions from workers. They have called this move as a “highway robbery”. The increase might reach up to Php30 per withdrawal transaction after the BSP (Bangko Sentral ng Pilipinas) uplifted the 6-year moratorium on the adjustment of ATM fees.

Partido ng Manggagawa Chairman, Renato Magtubo, said that the workers will appeal to the BSP to use its regulatory power to stop the hike on ATM fees. He further stressed out that the workers will support the investigation in the House of Representatives to protect the interest of the ATM cardholders who are mostly just ordinary employees and earn a meager income. At present, the charges for withdrawal transactions are Php10-15 and the ordinary citizens fear that it might reach up to Php20-30 per transaction.

The current fee of Php10-15 is already a burden to low-income workers who receive wages through ATM payroll accounts. Doubling the fee would be like doubling the burden for these people who are already having a hard time making both ends meet. If you’re a minimum-wage earner only, the Php30 per transaction which will reach Php60 per month if payroll is bi-monthly, this will be like a kilo of rice is taken away from your family. The food that’s supposed to be for your kids will just go to the bank.

Chairman Magtubo further explained that the Php15 fee is equivalent to 3% of the daily minimum salary in the NCR while it’s around 4% in the economic zone of Cavite. If they double the fees, it would be like taking away 6-8% of the worker’s salary per withdrawal. Meanwhile, the BSP assured the public that it won’t allow the banks to increase too much. BSP Governor Chuchi Fonacier said that they’re approaching it on a per-bank basis and will not approve the Php30 increase but just a little over Php15.

President Rodrigo Duterte has signed Republic Act No. 11371 or otherwise known as the “Murang Kuryente Act” on August 8, 2019. It was made public on the 13th of August, 2019 by the author of the bill, Senator Sherwin Gatchalian. Under the new law, the government will use its share in the Malampaya Natural Gas Project in Palawan amounting to Php208B in paying for the debts of Napocor (National Power Corporation).

At present, the debts of Napocor are being shouldered by the consumer under the “universal charge” reflected on the monthly bill. This is one of the reasons why the bill of consumers has become a burden because of the big charges. According to Senator Gatchalian, Php172 will be deducted from the bill of consumers who consume 200-kilowatt hours and above per month. It’s a common knowledge that the electric bill in the country is unjustifiably high and has been a long-running issue. This will be a big relief, especially for the low-income earners. It will mean having additional money to bring food to the table.

Meanwhile, the President has also signed the Anti-Obstruction of Power Lines Act which aims to remove all the hazards near the power lines and posts. This is to ensure that there will be a continuous flow of electricity and also for the safety of everyone. Under the new law, no one will be allowed to plant tall trees, build structures, and do any activity under the power lines to avoid having power outages. The law also authorizes the power lines operators and owners to ask help from the local government officials, AFP, and PNP in ensuring that this law is followed. This law will prevent the consumers from allowing their trees and plants to reach the power lines which sometimes cause destruction, especially during typhoons.

Newly-elected Manila Mayor Isko Moreno never fails to show his constituents that his heart is really for the poor people of the city. It’s common knowledge of what poor sick people experience when they go to public hospitals; poor treatment from hospital personnel and incomplete pieces of equipment which sometimes lead to the death of a patient.

In this regard, he wants them to feel that the city government cares for them. He had a meeting with the public health workers of the city including the nurses, medical staff, and doctors. He told them about his plan of building a new Ospital ng Maynila. He wants the new hospital to be better than private hospitals like Makati Medical Center and St. Luke’s. According to the young Mayor, it won’t pass his standards if it will not be better than the two hospitals mentioned. He wants the poor people to at least feel the care and compassion of their government in their last breath. He doesn’t want a public hospital that looks like a public hospital.

The old building of the Ospital ng Maynila is called Antonio Villegas building because it was opened during the term of Mayor Villegas in 1969. It won’t be demolished but will instead be used as a College of Medicine of the Pamantasan ng Lungsod ng Maynila. In an interview with the Mayor last month, he said that the detailed engineering design for the hospital is already being prepared. He hopes that in two years, the hospital will be finished. This move by Mayor Isko Moreno will surely be welcomed by his poor constituents.

Senator Miguel Zubiri wants to remove the Height Requirement in BFP, BJMP, and PNP

Senator Zubiri wants to remove the height requirement in the BFP (Bureau of Fire Protection, BJMP (Bureau of Jail Mangement and Penology), and PNP (Philippine National Police). He submitted Senate Bill No. 312 which aims to repeal Section 30 of R.A. No. 6975 or the Department of Interior and Local Government Act of 1990. Under the previous R.A., there is a minimum height requirement of at least 5’4” (1.62 meters) for male while 5’2” (1.57 meters) for the female. This requirement had almost been resolved in 2013 but then President Noynoy Aquino vetoed it saying that it can be waived by the PNP for some applicants especially those that belong in cultural communities.

The Senator said that because of the height discrimination, the quality of choice in law enforcement becomes limited. In this manner, social injustices are also widened. Many qualified individuals are willing to serve & protect the country and its people but aren’t given the chance because they lack in height. The Senator further said that the citizens who are willing to work for the agencies mentioned should also be considered for their potential, drive, intellect, and physical prowess. Their lack of height shouldn’t weigh more than their other more important qualifications.

The height requirement had been one of the most prevalent requirements for the position since time immemorial. This practice had been affecting the chance of other competent individuals. Last year, the height requirement was deleted for those that would want to apply for the PNP entrance examination but not for the recruitment itself. The senator said that the height of an applicant will not determine what he/she will be able to do in serving the country. This requirement, on the other hand, is hindering the chance of the agency to have an agent who is more qualified.

Mayor Isko Moreno to give Php1,000 Monetary Allowance for Manila Public Universities Students

Manila Mayor Isko Moreno has signed an ordinance giving students in Manila Public Universities a Php1k allowance per month. This will be a big help for the students who are just trying to get a college degree despite their hardships in life. Ordinance No. 8568 mandates the government of the City of Manila to give a Php1K monthly allowance to the qualified students of the Unibersidad de Manila (UDM) and the Pamantasan ng Lungsod ng Maynila (PLM). Before this, Mayor Moreno had also signed Ordinance Nos, 8565 and 8564 which grants a Php500 monthly allowance for senior students, person with disabilities, solo parents, and grade 12 seniors.

How to Qualify;

  • Must be currently enrolled and in a good standing student of UDM or PLM and not under probation or have no disciplinary record
  • Must be a resident of Manila
  • Must be a registered voter in the City of Manila or if not yet a qualified voter, one or both parents, or legal guardian should be a registered voter

The students will be given an Automated Teller Machine (ATM) cards from the government of Manila. This is to spare the students the inconvenience of going to the city hall monthly to get the monthly allowance. If for one reason or another, a student becomes ineligible to receive the allowance, the ATM card should be surrendered to the city hall.

This move of Mayor Isko Moreno is part of his promise during the campaign period that he will take care of the students from public schools because he was once a beneficiary of the free education in the City of Manila. Senator Sonny Angara welcomes the creation of the National Commission on Senior Citizens. The Senator is glad about this development and said that he will continue supporting senior citizens. President Rodrigo Duterte signed Republic Act No. 11350 for the creation of the Commission for the dear senior citizens of the country. Sen. Angara said that parents have sacrificed so much for their family especially for their kids. They have devoted their lives working for the future of their children that they did not even think of preparing for themselves. The NCSC was created to assist the senior citizens in their need. There will be policies and activities that will be formed for their benefit. One of the mandates of this agency is to make everyone know what the rights of the seniors are. Along with the creation of the NCSC, the National Coordinating and Monitoring Board under Republic Act 9994 or better known as the Expanded Senior Citizens Act of 2010 was dissolved. Meanwhile, all the projects and programs of the Department of Social Welfare and Development for the seniors who are poor and vulnerable will be passed on to the NCSC.

According to Sen. Angara, there will now be an agency that will solely take care of the needs of the seniors. The agency will see to it that the laws and regulations meant for the seniors will be implemented. Since the NCSC is for the benefit of the senior citizens, it is expected that a senior citizen will head the agency. On the 18th Congress, Angara filed a law that will give an additional 100% social pension to the Filipino senior citizens. He aims to make increase it to Php12,000 per year instead of the Php6,000 per year. This is under Senate Bill No. 133.

Ayon kay Mayor Abby, sa ilalim ng ordinansa na magkakabisa sa Hulyo 30, ang mga kwalipikadong Blu Card holder na magdiriwang ng kanilang ika-90 kaarawan ngayong taon ay makakatanggap ng P5,000 na year-end cash gift sa Disyembre. Patuloy nilang matatamasa ang benepisyo taon-taon hanggang sa edad na 99.

Pagsapit naman ng kanilang ika-100 kaarawan, matatanggap nila ang P100,000 centenarian cash gift mula sa lungsod, sa halip na P10,000.
Sa ilalim ng ordinansa, muling matatanggap ng mga kwalipikadong centenarian ang kanilang P10,000 cash gift sa nabanggit na paraan pagsapit ng kanilang ika-101 kaarawan at taon-taon habang sila ay nabubuhay.

Batay sa talaan ng Makati Social Welfare Department (MSWD), mayroong 2,096 na Blu Card members na kabilang sa age bracket na 90 hanggang 99. Samantala, sa kabuuang 57 centenarian na nakatanggap na ng P100,000 cash gift mula sa lungsod sa ngayon, 32 centenarian ang nabigyan ng naturang benepisyo sa ilalim ng pamamahala ni Mayor Abby.
Ginunita ng alkalde kung papaano naantala ang pagpapatupad ng naturang ordinansa sanhi ng pagharang ng opposition councilors sa pagpasa ng 2019 budget, na kinabibilangan ng karagdagang benepisyo para sa nonagenarians na limang taon o mahigit pang naging miyembro ng Blu Card.

Samantala, ang pamamahagi ng cash gift sa dalawang pantay na installment sa mga nakababatang age group ng senior citizens na may Blu Card, ay isasagawa tuwing buwan ng Hulyo at Disyembre, ayon sa sumusunod: mula edad 60 hanggang 69, P3,000 bawat taon; 70-79, P4,000; at 80-89, P5,000.

Nagpahayag naman ng kumpiyansa si Mayor Abby na matutupad niya ang pangakong lalo pang maiangat ang antas ng pamumuhay ng mga Makatizen dahil na rin sa matatag na suporta ng majority bloc sa Sangguniang Panlungsod.

Aniya, tangan ang bagong mandato ng taumbayan kasama ang suporta ng bagong konseho, tiwala siyang maipapasa ang mas marami pang mga proyekto at programa na makakapagsusulongng sama-samang pag-unlad ng mga Makatizen, at makapagbibigay ang kanyang pamunuan ng pinakamahusay naserbisyo publiko sa kanila.

Sa kasalukuyan, mahigit 84,000 senior Makatizens ang nakakatanggap ng mga natatanging benepisyo mula sa lungsod. Kabilang din dito ang libreng serbisyong medikal at hospitalization, libreng gamot, bakuna, mobility aids, birthday cake, at unlimited movie passes sa mga sinehan sa Makati. Inaaruga rin sila sa pamamagitan ng libreng gupit, masahe, spa, at field trip sa mga makasaysayang lugar sa Metro Manila at saiba pang panig ng bansa sa ilalim ng Lakbay Saya Project.

Sa ilalim pa rin ng Blu Card program, nagbibigay ang pamahalaang lungsod ng P3,000 burial assistance sa naulilangpamilya ng namatay na Blu Card holder.
Kamakailan, inilunsad ng Ospital ng Makati ang Palliative and Hospice Care Program na layong bigyan ng special care ang mga pasyenteng may chronic o terminal na karamdaman, kabilang ang mga nakatatanda, upang maibsan ang kanilang paghihirap. Manila – The Aviation Regulators have issued new guidelines on Wednesday on the prohibited items in check-in and hand-carry items in the baggage of travelers. Changes were made for the new standards that were set by the International Civil Aviation Organization as seen in the Facebook post of the Office for Transportation Security. The list was made to expand the coverage of the prohibited items and these include chemicals and toxic substances that are usually carried by suspected terrorists that aim to harm the people all over the world.

Some of the items that can’t be brought by passengers when traveling;

  • Lighter
  • Vinegar
  • Paint
  • Insect repellant spray

Liquid items will be limited to 100 ml. but this will be subject to the instructions from the airlines. The ban of liquid products by Aviation securities started after a group of terrorists were caught carrying liquid explosives via a flight to Northern America. This happened in 2006.

According to Arturo Evangelist, administrator of the Office Transportation Security, security is invariable and the public was urged to avoid bringing the items that have been prohibited in airports to avoid hassle and delays. He further stressed out that if a passenger is not sure whether an item they will be carrying is prohibited or allowed, they can contact them through SMS Hotline, email, or on any of their official accounts on social media. He advised future travelers that what they’re planning to bring with them isn’t important, it should just be left at home. Advance Thinkers – These are the ones who know where their salary will go even before they receive it. It’s because they owe a lot of people money. Surprisingly, even if they are just about to pay their debts, they are already thinking about where to borrow money again.

A birth certificate is one of the documents that can prove the identity of an individual. That’s why it is essential for anyone to have a copy of this document. There are instances when the entries or the details in the birth certificate have errors such as the spelling of the name or the date of birth.

You should be aware that some of the errors need a lawyer’s assistance, while others are reparable. The errors can cause hassle especially when you need a copy of the birth certificate for employment or other purposes. That’s why as much as possible you should prevent making errors upon your child’s registration.

Here are some of the common errors in the birth certificate:

Using the father’s surname is allowed even if the parents are not married. As stated in the Republic Act 9255, the parents must submit the following documents upon registration of birth:

  • Affidavit of Admission of Paternity with the signature of the father affixed on the document
  • Private handwritten instrument expressing the will of the father to recognize the child for a lifetime. The handwritten instrument must be signed by the father
  • Affidavit to use the surname of the father. It should be accomplished and signed by the father

Through the affidavit attached on the birth certificate of the child, he or she has the right to use the last name of his or her father.

If the parents are married, the following documents must be presented to the Local Civil Registrar:

  • Marriage Contract issued by the PSA
  • Photocopies of any valid ID

The parents must file the Certificate of Live Birth to the Local Civil Registrar within 30 days from birth. Failure to register the birth of your child within the given period it will be considered as “Late Registered.” The LCR will ask for additional documents.

It is important to decide the baby’s name ahead of time and make sure you know the correct spelling of the name. Give the correct spelling of the name of your baby to the attending medical staff. Never attempt to fill out forms if there’s still an effect of anesthesia to avoid typo errors and other mistakes in the entries.

Beware men who are fond of wolf-whistling or catcalling to their opposite sex. Recently, a new law was approved punishing any form of slurs or sexual harassment done in public, in private messages, and online.

The Anti-Bastos law or the Safe Spaces Act or Republic Act No. 11313 was signed and approved by President Rodrigo Duterte on April 17, 2019. It was introduced to the public last July 15, 2019.

The Act covers several forms of sexual harassment. The corresponding penalties depend on the degree of the offenses.

Anti-Bastos Law First degree offenses include the following:

  • Catcalling
  • Wolf-whistling
  • Cursing
  • Intrusive gazing and leering
  • Misogynistic, homophobic, transphobic, and sexist slurs
  • Unwanted invitations, taunting
  • Unwanted comments on the appearance of an individual
  • Use of ridiculous actions, gestures, or words based on sexual orientation or gender
  • Use of sexual comments, names, and demands

Anti-Bastos Law Second-degree offense

  • Public masturbation
  • Offensive body gestures
  • Groping
  • Flashing of private parts
  • Similar lewd actions

Anti-Bastos Law Third-degree offenses

  • Sexual gestures and statements with brushing and pinching against the body of another person
  • Stalking
  • Pinching, brushing, or touching against the face, arms, breasts, buttocks, genitalia and other parts of the body

Penalties

First-degree offense

  • First offense: Php1,000 fine and community service within 12-hours and Gender Sensitivity Seminar
  • Second offense: Php3,000 fine and six to ten days imprisonment
  • Third offense: Php10,000 fine and 11 to 30 days imprisonment

Penalty for second-degree offenses

  • First offense: Php10,000 fine, 12-hours community service
  • Second offense: Php15,000 fine and 11 to 30 days in jail
  • Third offense: Php20,000 fine and one to six months in jail

Penalty for third-degree offenses

  • First offense: Php3,000 fine and attendance to Gender Sensitivity Seminar, 11 to 30 days in jail
  • Second offense: Php50,000 fine and one to six months in jail
  • Third offense: Php100,000 fine and four to six months in jail

Sexual harassment in schools and workplaces

As stated in the law, sexual harassment is an act that involves requests for sexual favors, unwelcome sexual advances, or any act of sexual harassment done either physically or verbally using technology and other forms of communication systems that cause detrimental effect to a person’s employment, job performance, or education.

Thus, employers are encouraged to create a committee that will cater to sexual harassment complaints. The head of the committee must be a female employee. Half of the number of the committee must be women.

Online sexual harassment

Using technology to intimidate the victim through emotional, physical, and psychological threats is a form of online sexual harassment. Sharing or uploading photos or videos with sexual content without the permission of the victim is punishable by this law. Other forms of sexual harassment include incessant messaging, cyber-stalking, impersonating identities to harm the reputation of the victim, and posting false abuse reports to threaten the victim.

An individual who commits any form of online sexual harassment will be charged to pay from Php100,00 to Php500,000 fine, or two to four years in prison. The PNP Anti-Cybercrime Group is in-charge to arrest online violators using real-time reporting.
