Government-issued IDs are essential for personal identification of an individual. There are several kinds of IDs issued by different government agencies. Holders can use the IDs to apply for a job or when having business transactions. Thus, it is essential to have these IDs.

For those 18 years old and above, here’s a guide on how to get any of the government-issued ID.

SSS

  • Gather the necessary documents required in getting the SSS. You can visit the official website of SSS for the complete list of requirements. The basic document is an original copy of the birth certificate from the PSA.
  • Visit the SSS website and complete the information asked in the online form. Provide an active email account where the link from the SSS will be sent. Make sure all the details in the online form are correct before you submit the form.
  • Click the button indicating “Generate SSS number.” Make sure to print a copy of the document that you will present to the SSS office.

Pag-IBIG

  • Online registration is available if you will apply for Pag-IBIG ID. To register for membership, visit the official website of the agency. Provide all the details asked in the online registration.
  • Review all the entries before submitting the online form.
  • Wait for the Registration Tracking Number that you can use as a temporary number.

NBI

Applying for NBI clearance is a lot easier as you can do it online.

  • Register for a new account at the official website of NBI. After completing the online form, read carefully the Terms of Service and click the “I Agree” button.
  • Once your registration is activated, you will receive an account confirmation.
  • Request for an appointment. Prepare the valid ID that you will bring during the appointment. Choose your preferred date of appointment to get the clearance and the mode of payment.
  • After the payment, log in to your account in the NBI website and check if the payment has been posted. Take a screenshot of the form with the reference number readable and clear or save the copy of the form.
  • Bring two valid IDs declared during your online application as well as the official receipt during your appointment date.
  • Proceed to the biometrics and image capturing section for your pertinent information. You can get the clearance if you don’t have a “hit.” Otherwise, you will wait for a few more days before the clearance is released.

PhilHealth

  • Visit the nearest PhilHealth office and ask for the PhilHealth Member Registration Form. Fill out the form and present two copies of 1×1 ID photos.
  • Bring your PSA birth certificate.

UMID

The Unified Multi-purpose ID is one of the recent types of government-issued ID. Here’s how you can get one.

  • Ask for an application form from the SSS office. Fill out the form and submit. Wait for the biometrics and photo taken.
  • You will receive your UMID card within 30 calendar days. Make sure to activate your UMID card at selected kiosks or directly at the SSS branch.

Senator Richard Gordon was invited in an event for nurses on Saturday. During the 45th Annual Convention and Scientific Meeting of the Operating Room Nurses Association of the Philippines Inc., the senator pointed out that he will help the nurses to receive fair compensation.

The senator reiterated a provision in the Philippine Nursing Act of 2002 or the Republic Act No. 9173 citing that nurses assigned in public health institutions should receive Salary Grade 15 or Php30,531 monthly. A monthly pay that ranges from Php8,000 to Php13,000 should be given to an entry-level nurse.

However, the government was unable to give the appropriate salary that nurses deserve.  Nurses play a significant role in the primary health care of the country.  The senator further said that nurses are facing risks while rendering their job. They are in the frontline that’s why there’s a great chance to acquire diseases from the patients.

Many Filipino nurses were leaving the country and tried their luck overseas to earn more. But if the government will provide the right salary for nurses, most likely they will prefer to serve the country. The Department of Health started a program called Nurse Deployment Project in which health professionals were deployed in far-flung communities. The good thing about the NDP is that they offer higher salary rates than the LGU hospitals. Thus, the nurses in LGU hospitals were enticed joining the NDP.

Filipino nurses are hopeful that Senator Gordon will fulfill his promise. Considering all the expenses in school and during the review for nurses, the minimal salary that nurses are receiving nowadays is unjust. The government should do their part to provide the appropriate compensation for nurses so that they would not leave the country.

The number of nurses assigned to LGU hospitals is not enough to serve the number of patients in the community. Once they receive the right compensation, more Filipino nurses will be more willing to work in their native land.

President Duterte Signs Student Fare Discount Law and Get 20% Discount

Manila, Philippines – President Rodrigo Duterte signed the Republic Act 11314 or student fare discount law last April 17. The republic act will allow students to get 20% discount when they travel by air or by sea and in other public transportation. The law covers 20% discount for students on “regular domestic fare”. This will cover several public transportation such as public utility jeepneys, public utility buses, taxis, passenger trains, tricycle, airplanes, and marine vessels. They can avail of this discount as long as they are still students.

Before the signing, students only get discounts on public transportation on land. This has changed after the signing. Students can enjoy the discount by showing their valid IDs, proof of identity or enrollment form. For air transport, students will get the discount for the base fare or price before taxes and ancillary services costs. This is applicable to all students who are enrolled in elementary, secondary, technical, vocational, and higher education.

Students in driving schools and dancing schools or students enrolled in short-term courses can’t avail of this discount. Post graduate students taking up medicine, law and other masteral and doctorate degree are also not included in the discount. The qualified student is also not allowed to combine discounts or ask for double discounts. For example, the student can only get a 20% discount and not additional promotional fare from public transportation. The student can’t ask for additional discounts other than what was imposed.

The implementation of this law can help not only student but more importantly, their parents who are working hard to support them. This is good news for families on a budget but would like to travel back and forth from Manila to their respective provinces. Students and their parents can save some money, thanks to this new law.

As the 18th Congress started, the newly elected lawmakers refiled the proposed bill to make the divorce legal. Many of the Representatives are hopeful that the bill will pass in the Senate. One of the supporters of this bill is Senator Aquilino “Koko” Pimentel III.

According to Senator Pimentel, there should be a law that would let couples to part their ways in case of irreconcilable differences. The bill can be the remedy but should be given another name such as the dissolution of marriage.

The senator reiterated that granting divorce must have valid grounds. In the United States, divorce is granted to couples just because they don’t want to live together. This should not be the case in the Philippines, otherwise, it will take a toll to many families.

On July 10, 2019, Senator Risa Hontiveros refiled the divorce bill. She believes that once approved, it will give freedom to couples living in abusive marriages. In the report of the Philippine Statistics Authority in 2018, one in four women is a victim of spousal violence.

According to Hontiveros, pushing the approval of the divorce bill is a way to protect the quality of life and well-being of the people specifically the women. It also gives another chance to women and their children to find a meaningful and true relationship and build happy families.

Cited in the proposed bill the grounds allowed to file for divorce such as the following:

  • Psychological incapacity of either the wife or the husband
  • Marital rape
  • Irreconcilable marital differences
  • Being separated for a minimum of five years

Once the bill becomes a law, the process for granting divorce will go a thorough process considering the best interest of both parties. When the divorce bill was filed in January 2019 in the 17th Congress, the support is minimal. Now, there are several senators giving positive response.

The International Day of Disabled Persons is celebrated on December 3 every year. In 2006, former president Gloria Macapagal-Arroyo declared that the Philippines should also celebrate the same event.

Approximately 1.57% of the total population in the Philippines comprises the PWDs or person with disability. As stated in the Magna Carta of Disabled Persons “the state is duty-bound to recognize the rights, protect, and support PWDs through various social systems.” This means that anyone who holds a PWD ID issued by the government is entitled to receive the privileges.

A PWD is a person who is differently disabled in terms of social, physical, sensory, and mental impairment. A person with disability is classified as:

  • Visual impairment
  • Physical/orthopedic disability
  • Speech impairment
  • Hearing impairment
  • Intellectual disability
  • Psychosocial disability

How to apply for a PWD ID

  1. Gather requirements
  • Request for a medical abstract

A medical certificate or abstract is one of the documents required to get a PWD ID. You can ask for the medical abstract from a licensed physician or teacher.

  • Fill out the registration form

You can get a copy of the PWD registration form through the official website of DOH at pwd.doh.gov.ph. Download the form and print it. Prepare and attach two 1×1 ID photos.

  • Submit the documents

After accomplishing the application form and other requirements, submit them to the Persons with Disability Affairs Office in your province or city. You can also renew the PWD ID in this office before it expires.

PWD Privileges and benefits

Upon the issuance of the PWD ID card, the individual will also receive a Person with Disability Purchase Booklet. You can use the ID and booklet when making purchases and other privileges entitled to a person with disability.

The holder can is entitled to VAT exemption and 20% discount in the following:

  • Restaurants
  • recreation centers
  • hotels
  • theaters and amusement centers
  • purchase of medicines
  • medical and dental services including professional and laboratory fees
  • domestic travel (air and sea)
  • public utility vehicles, skyways, and public railways

Avail 5% discount when purchasing the basic necessities like bread, rice, dried or fresh fish, milk, meat, and other products identified by the Department of Agriculture and Department of Trade and Industry. Likewise, the bearer will also avail 5% discount for purchases of prime commodities that do not belong under the list of the basic commodities. Prime commodities include school supplies, electrical supplies, nipa shingles, light bulb, plyboard, swine and cattle, and many others.

Take note that purchases must not be more than Php1,300 per week to take advantage of the 5% discount.

Other benefits that a PWD ID card may enjoy are the following:

  • Educational assistance from nursery to post-tertiary level, technical or vocational education. The PWD can enroll in either a private or public school and must meet the admission requirements
  • Avail the same privileges and benefits offered by the SSS, GSIS, and Pag-IBIG
  • Protection from non-verbal and verbal vilification and ridicule
  • Take the express/priority lanes for PWD in all government and commercial establishments
  • A relative looking after the PWD and within the fourth civil degree of affinity or consanguinity can avail the Php25,000 annual income tax deduction

What is a travel clearance? Why a minor is required to secure a travel clearance? A travel clearance is required if a Filipino child who is below 18 years old will travel abroad alone or someone will accompany other than the parents.

Who should get a DSWD travel clearance?

A minor (below 18 years old) who will travel to a foreign country alone is required to request a travel clearance issued by the Department of Social Welfare and Development. The immigration and the boarding reception will ask for the travel clearance before a minor can take the flight.

An individual should have a travel clearance under any of the circumstances listed below:

  • A minor who will travel alone to a foreign country holding only the Philippine Passport
  • In the case of inter-country adoption, a minor must secure the travel clearance if he or she will travel along with his or her adoptive parents
  • A minor who will travel along with a legal guardian or a person with legal custody or parental authority
  • An illegitimate minor who will travel with her or his biological father

Basic requirements for getting a travel clearance from DSWD

  • A minor who will travel alone for the first time:
    • Application form for the DSWD Travel Clearance
    • Assessment Report issued by the LSWDO or the Local Social Welfare and Development Office
    • Birth certificate of the minor issued by the PSA
    • Photocopy of the marriage certificate of the parents issued by the PSA or Court Decision on Legal Guardianship. If the minor is a Muslim, a photocopy of fasakh certification issued by the Shariah Court or religious leader.
    • Notarized written consent or affidavit of the parents, the legal guardian, or the solo parent, (whichever is applicable) giving permission to the minor to travel alone outside the country. In case both parents of the minor were deceased and no appointed legal guardian, the relatives of the minor can issue consent following Article 216 of the Family Code. An Assessment Report from the LSWDO along with the valid ID card with the signature of the parents or legal guardian is also required. Visa of the parents should be presented if working abroad. Consent of the maternal grandparents is required for non-marital or illegitimate minor
    • An illegitimate minor must present a PSA CENOMAR of the mother
    • Affidavit of Support or certified copy of Latest Income Tax Return, Certificate of Employment, or Bank Statement
    • Latest two passport-size colored photos (red, blue, or white background) of the child taken within 6 months before the time of application. Scanned photos are not allowed
    • A certified true copy of the death certificate issued by the PSA is required if either or both parents are deceased
    • Waiver signed by the parents releasing any liability of the DSWD in case an unexpected incident happened during the travel

For succeeding travel of the minor alone outside the country:

  • Accomplished application form for DSWD travel clearance
  • Notarized written consent of affidavit of the parents, the legal guardian, or the solo parent, along with valid ID card with signature
  • Original copy of the last issued travel clearance
  • Unaccomplished minor certificate issued by the airlines
  • Original passport-size photos (same as mentioned above)
  • Waiver of the parents

For minor traveling with a person, not his or her parents or legal guardian:

  • Completed application form
  • Photocopy of minor’s birth certificate issued by the PSA
  • Photocopy of parents’ marriage certificate, solo parent ID card issued by the LSWDO, certificate of legal guardianship, photocopy of the death certificate, or PSA CENOMAR, whichever is applicable
  • Photocopy of passport of the companion
  • Original passport-size photos

For minor’s succeeding travel with, not his or her parents or legal guardian:

  • Completed travel clearance form
  • Original copy of previously issued DSWD Travel Clearance
  • Notarized written consent of the biological parents or guardian allowing the other person to go with the minor traveling to a foreign country. Must present a copy of valid ID card with signature
  • Photocopy of passport of the companion
  • Original passport-size photos

Additional documents may be required by the DSWD under specific circumstances including the following:

1.If the minor is migrating abroad a visa petition approval is required

2.If the minor will study abroad, the minor must present a certificate of registration or enrollment from the school previously enrolled

3.If the minor will attend study tours, conference, student exchange program, competition, and other activities, additional requirements include:

  • Certification from the organization
  • Affidavit of the sports agency
  • Invitation signed by the sponsoring organization or agency abroad indicating the duration, list of participants, and itinerary of travel

In case the minor is traveling for medical purposes, a medical abstract and recommendation from the attending physician must be presented as well as a letter from the sponsor

All the documents requested by the DSWD must be submitted in the place where the minor is living. The social worker will check and review the documents for validity. An interview may be requested as the needs arise.

Senator Sotto pushes for the approval of the 14th Month Pay in the Private Sector

The bill aiming to give 14th month pay to workers from the private sector is getting mixed reactions at the moment. Workers from the private sector are anticipating the passing of the bill while employers are trying to discourage the lawmakers in pushing it. SB 10 is Senator Vicente Sotto III’s pet bill which he was trying to push since the 16th Congress and was still pending when the 17th Congress ended. On July 3, 2019, the Senate President defended this bill as it has been criticized especially by employers that will be directly affected by the proposal.

Sotto has urged the critics of the bill to read it first before complaining. The bill only intends to expand PD 851 which mandates the 13th month pay. Under this bill, distressed employers are exempted from giving employees 13th month pay. Sergio Ortiz-Luis Jr., President of the Employers’ Confederation of the Philippines said that once this bill takes effect, there will be decreasing salaries of workers, increase in the prices of services and goods, and worst, lay off of employees.

The PSA (Philippine Statistics Authority) had said that out of the 924K businesses in the country, 99.5% of which are small & medium enterprises, and micro-businesses. Luis said that the SMEs will be greatly affected under the proposed law as SB 10 will require the private sector to give the rank and file employees 14th month pay or at least half of the basic salary. This will not include the other cash benefits that they are already receiving. If the bill will pass in the 18th Congress, the 13th month pay should be given not later than the 14th of June of every year. The 14th month pay, on the other hand, should be given not later than the 24th of December every year.

As the newly elected officials of Baguio City start their first day, a plan of proposing a new city ordinance has come up. This will be called Anti-Distracted Pedestrian Decree. Under the ordinance, the use of gadgets by pedestrians will be banned when they are crossing a street. This is to ensure that they will be free from distractions and avoid the possibility of getting into an accident. The gadgets that will be banned were not specified yet but it will surely include mobile phones.

Having said this, the residents and tourists in Baguio City will have to stop using their phones when they are strolling the busy streets of Magsaysay Avenue, Bonifacio, Country Club Drive, Assumption, South Drive, and Session Road.

Penalties

  • For first-time violators, he/she will have to render community service for fifteen days
  • For the second offense, it will require thirty days of community service
  • If a violator has done it for at least 3x, there will be a Php5K fine and he/she will go to jail.

Exemptions

  • Emergency responders will be exempted if they are using gadgets while performing their duties.

As the 18th Congress opens this July 2019, one of the important bills that they will deliberate is the bill that aims to give teachers a starting salary of Php45K or Salary Grade 19. This is a good start for those in the teaching profession who have been receiving a low salary which is not enough to sustain the daily needs of the family.

Congressman Alfred Vargas suggested that public school teachers’ entry-level salary should be increased to Php45,259.00. He further said that this is to encourage the best teachers to apply in public schools. Vargas knows that it’s quite impossible to impose this at once due to budgetary constraints so it would per recommendation of CHED and DepEd. He suggested that it could be given in this manner; basic education teachers and college faculty. The increase should start from the third lowest salary grade and to be given in the first year. On the following year, the increase should be given by three to four salary grades until all the teachers’ salary has increased.

On the other hand, Binan representative, Len Alonte will propose a teacher protection policy aside from having hazard pay. This is because teachers nowadays are bullied by students and their parents in social media. Senators Angara, Villanueva, and Cayetano had also proposed a bill in the senate that will increase the salary of teachers to Salary Grade 19. The bill will also aim to increase the salary of those receiving high salaries already including the Master Teachers.

According to them, this is needed to make salaries at par with their counterparts; soldiers, firemen, and policemen. Angara explained that there is a parity rule in the salary of government employees stating that there should be equal salary for Police Officer I, Jail Officer I, Fire Officer I, and Teacher I. Passing the bill will re-establish the equity of the rule. The increase will be given within five years to give the Department of Budget and Management ample time for the budgetary requirements.

Going home for a vacation can be the most excited and happy moments of OFWs. But, aside from enjoying the vacation, there are some important things to remember by an OFW. It is important to report or coordinate with the POEA before going back to the country you are working in.

The OEC or the Overseas Employment Certificate is an important document for Overseas Filipino Workers. As an OFW it is necessary to know the procedures and requirements you need to present to the POEA so that you will be allowed to go back to your work.

A Memorandum Circular No. 02, Series of 2019 was issued by the POEA on March 14, 2019. The Memorandum Circular is tailored to documented and returning OFW, workers who entered a new employer or transferred to another employer. Likewise, OFWs with no deployment record with POLO or POEA are also covered with this memorandum circular.

How to set an appointment using the BM Online System

OFWs mentioned above are required to set an appointment using the BM Online System to request for OEC. The applicant can choose the date and time convenient to visit any POLO or POEA office. The OEC serves as an Exit Pass. Having an OEC can exempt an OFW from travel tax or airport fees.

On the other hand, those OFWs who are returning to the same job and employer are exempted to get an OEC. In lieu of the OEC, a documented returning OFW may present the following documents to the POEA:

  • Valid work permit/visa
  • Updated passport valid for six months from the date of the scheduled departure
  • Employment contract
  • Proof of present employment to ensure that the OFW will report to the same job site and employer. An OFW may present a current certificate of employment, current payslip, and company ID.

For those documented, returning OFWs who will return to the same job site and employer:

The employment contract of domestic workers, cleaners, construction workers, performing artists, masseurs, and other workers who did not return to their employers six months after coming back to the Philippines are required for authentication or verification by the Consulate, Embassy, or POLO.

For unregistered workers with the POEA or those reporting to the same job site but different employer:

  • Passport valid for six months
  • Valid work permit and visa
  • Original copy of employment contract verified and authenticated by POLO or the Embassy
  • Proof of current employment
  • Sworn statement of how the OFW was hired

For workers with a record in POEA and returning to a new job site but the same employer

  • Passport valid for six months from the date of departure
  • Valid work permit or visa
  • Original copy of employment contract authenticated or verified by the Embassy, POLO, or Consulate
  • A letter from the employer confirming that the OFW is transferring to a new job site
  • Proof of employment showing that the OFW will return to the same job site and employer

An OFW must know the documents required by the POEA according to the status of the worker. Otherwise, failure to report to the POEA and present the necessary documents may lead to delay or cancellation of a flight. Thus, you won’t be able to return to work.

Good news to the mothers out there! Aside from the now 105 paid maternity leave for mothers, there’s a chance that the cash from Php32k SSS maternity benefit will increase to Php70k by 2020. This is according to Aurora Ignacio, President, and CEO of the Social Security System. Furthermore, Ignacio said that the working mothers have received a longer maternity leave to give them more time to recover and bond with their newborn child. It will also give the mother a long time to breastfeed her baby; a very important factor in the health of the baby. In the first quarter of 2019, 122,751 employed mothers benefited from the new Expanded Maternity Leave Law.

Longer maternity leave was created so that the mortality rate in infants will be decreased since the first few months of their birth is really crucial. It will also decrease, if not eliminate, the case of postpartum depression in the mothers who have just given birth since they will have more time with their babies. The fathers, regardless if they’re married to the mothers or not, can be given a seven-day leave from the 105 days leave. As for the single parents, they can extend their leave but unfortunately, though, it would be unpaid leave. At least, they can enjoy more time with their newborn without the fear of being on AWOL.

Before the Expanded Maternity Leave Law, employed mothers were entitled to 78 days of paid leaves for cesarean delivery while 60 days of paid leaves were given for normal delivery. In the 1st 4 months of 2019, the SSS had given out around Php2.67B maternity benefits; 15.09% higher as compared to the Php2.32B last year in the same period. The working mothers are surely more than thankful for the additional leave, what more with the additional monetary benefit that they will be receiving.

The Pantawid Pamilyang Pilipino Program or more commonly known as 4Ps was an initiative of the Pnoy administration. It was created to help alleviate the lives of the poorest citizens of the country. This program aims to give cash grants to the poorest people in the Philippines and help in improving nutrition, health, and education of their children up to eighteen years of age.  It’s a program patterned after the CCT (Conditional Cash Transfer) schemes in African and Latin American countries. The DSWD (Department of Social Welfare and Development) is the government agency tasked to handle this program.

Objectives of Pantawid Pamilyang Pilipino Program

  • To give monetary assistance to the poorest of the poor families to help them in their basic needs
  • To give social assistance
    • To help them in health-related concerns such as deworming of children (6-14 yrs. old), and check-up for children starting from birth up to five years of age & pregnant women
    • Ensure that the children will enroll in daycare, elementary, and secondary schools.
    • Development sessions for families
    • Deworming of children from 6-14 yrs. old

Criteria

  • Must be a resident in one of the poorest municipalities (based on the 2003 SAE (Small Area Estimate) of the National Statistical Coordination
  • Household economic status must not be above the provincial poverty level
  • Those that have 0-18 yrs. old children and/or with a pregnant member of the family when the assessment was made.
  • Those who are willing to meet the condition that is specified in the 4Ps program

Conditions and Compliance

  • Parents/guardians must be present during family development sessions where topics on health, nutrition, and responsible parenting will be discussed.
  • Children from 6-14 years old must be given deworming pills 2x per year.
  • Pregnant women must be given pre and postnatal care. She must be attended by a skilled professional while giving birth.
  • Children aged 3 to 18 who are beneficiaries must be able to enroll in school and should complete attendance of 85% at the least per month.
  • There should be a regular check-up for children; 0-5 years of age.

Requirements for Pantawid Pamilyang Pilipino Program

It is partly due to the requirements set by the Program. In the barangays, eligible families are asked to submit the following registration requirements.

  • Copies of birth certificates for all family members.
  • Copies of school IDs or first grading period school report cards of all children in the family who attended school.
  • Barangay certificate.
  • 2 1″x1″ picture with white background (taken between March-September 2012) for the Program ID and Land Bank ATM ID.
  • Copy of health records of 0-5 years old from the health center where they have their check-ups.
  • Valid IDs of the family member attending the community assembly.

There was a high compliance rate in April and May 2015. 99.91% of children from 6-14 yrs. old were dewormed. There was a 98.99% attendance in school for children 6-14 yrs. old, 98.33% in daycare, and 97.05% for children 15-18 yrs. old. There was a 95.95% compliance for the check-up of pregnant women and 94.84% compliance in family development sessions.

Cash Grants

  • Educational grant of Php300/child/month for 10 months or Php3,000/year – a maximum of 3 children/household are allowed to register
  • Health grant of Php500/household/month pr Php6,000/year

4Ps Coverage

The 4Ps covers 1,484 municipalities, 143 cities, and 79 provinces. The National Household Targeting System for Poverty Reduction is the one responsible in identifying who are the poor in the country and where they are located.

There are around 4,353,597 active beneficiaries as of August 26, 2015. There are 10,235,658 school children up to eighteen years of age that are covered in this program. The cash grants are given to these households through the Landbank of the Philippines, rural bank transactions, and Globe G-Cash remittance.

There were around Php27.15B cash grants that had been given to eligible beneficiaries until August 2015 and Php13.92B of which was given out for health grants while Php13.23B was disbursed for education.

Government Partners

This program, in partnership with the Department of Labor and Employment, Philippine Association of State Universities and Colleges, and Commission on Higher Education, has enrolled 36K beneficiaries in state colleges and universities as of June 2015. There are around 4.4M beneficiaries in 4Ps partnership with PhilHealth. The amount given to each household may not be enough to live decently but for the poorest families, it is already a big help in going about their daily needs. Students will be happy with this news. They will be given free rides by the DOTr (Department of Transportation) from Monday – Friday at selected hours. This will give them some ease on the budget. This program will cover Pre-school, primary, secondary, and tertiary level students. Students enrolled in technical, vocational schools, arts, training centers, and trade will also be entitled to these free rides.

The DOTr will be putting up application centers in the major PNR, MRT-3, and LRT-2 stations. The students will be able to apply for their student pass/ID in the designated stations. The application for the non-transferable student ID/pass will only be available during the beginning of the semester or school year. This will be valid for one semester or school year. The CAAP (Civil Aviation Authority of the Philippines) and ports owned by the PPA (Philippine Ports Authority) will also give exemptions to students from paying airport terminal fees.

The DOTr had also waived terminal fees in seaports owned by the PPA for PWDs, senior citizens, and uniformed personnel from the Philippine National Police, Philippine Coast Guard, and Armed Forces of the Philippines in active service. The department made it clear however that students enrolled in short courses or seminar-type like driving, and dancing schools are not included. Students enrolled in graduate studies are not included in the program too.

Arthur Tugade, DOTr Secretary had announced on Thursday that the students can ride for free on the following schedule;

MRT-3 (Metro Rail Transit Line 3) – from 5am to 6am and from 3pm to 4pm

LRT 2 (Light Rail Transit Line 2) – from 4:30am to 6am and from 3pm to 4pm

PNR (Philippine National Railways) – from 5am to 6:30am and from 3pm to 4:30pm

Students are reminded to bring their student pass/ID with them to avail of these free rides.
