Proposed Bill About OFW Hospital Bill Approved on Final Reading

The proposed OFW hospital bill was approved by the House of Representatives on its final reading. The main objective of the bill is to create a specific hospital for OFWs and their dependents or families. 180 representatives gave affirmative votes to the House Bill 9194.

The author of this bill is Speaker Gloria Macapagal-Arroyo. The main objective of the bill is to provide the Overseas Filipino workers and their families a hospital facility with specialty care and departmentalized clinical services. This is to address the increasing number of OFWs suffering from mental and physical health issues.

With the approval of the HB 9194, the government gives assurance that OFW will have a hospital that can offer a tertiary level of care. The full operation of the facility will be supervised and administered by the Department of Health.

The OFW hospital will provide the following services:

  • Provide comprehensive health care services to all OFWs, OWWA members (both active and non-active), and their legal beneficiaries
  • Serve as the main referral hospital for deported OFWs that need medical assistance
  • Conduct medical tests and evaluations for those applying for work overseas to ensure mental and physical capability.
  • Monitor the patient’s condition and collect health information that can help in creating hospital policies.
  • Participate in other health care provider networks and activities related to the Universal Health Care Act or RA 11223.

It is also included in the bill that the DOLE Secretary must ensure to implement the existing medical assistance programs and benefits. With this, the OFWs can expect for subsidies on medical procedures and hospitalization expenses as well as their qualified dependents.

The OFW Hospital will have a Joint Executive Oversight Committee that will evaluate and recommend the developmental plans of the hospital and ensure that all the services will be implemented. The chairman of the committee will be the Secretary of DOLE and Secretary of DOH. The Secretary of Health will appoint the members after consultation with the DOLE Secretary.

The funding of the OFW hospital will be included and generated from the General Appropriations Act. The DOH along with OWWA, POEA, DOLE, and other stakeholders are assigned to create the IRR for the implementation of the Act.

According to Rep. Aniceto Bertiz of the ACTS-OFW party list, the approval of the OFW hospital is a success for all the OFWs.

DOLE Offers Startup Financial Assistance from 20K to 500K for Those Who Want to Start a Business

Owning a business can be a profitable venture. But not all entrepreneur can start a business due to lack of startup capital. Good thing is that the Department of Labor and Employment is offering.

Recently, DOLE made an announcement that they will offer financial assistance to interested entrepreneurs. The financial assistance is under the integrated livelihood program of the agency. Qualified individuals will have a chance to avail the amount of Php20,000 to start a small business. However, an organized group with 15 to 25 members can avail financial assistance of Php250,000. A group with 26 to 50 members can avail a startup capital amounting to Php500,000.

One of the beneficiaries of DOLE’s financial assistance is Lito Malaggay of Baguio City. He used to create artworks made from tie wire and sell it. Through his creativeness and the help of the Department of Labor and Employment his small business succeeded.

When he knew about the financial assistance the agency has to offer, he immediately proceeds to DOLE’s office. During the “Kabuhayan Awards” held by DOLE, Malaggay received the financial assistance.

This program started in 2018. In fact, more than 80,000 beneficiaries are given fund that they can use to start a business. To avail the assistance, the applicant must have a business proposal. According to the Director of the Bureau of Workers with Special Concern, the agency has been encouraging the public to avail the livelihood assistance.

Beneficiaries of the program can also promote and market their products on the official website of DOLE. This is a great help for the beneficiaries because they can reach out to more potential buyers of their products through the online platform.

Interested individuals or group may proceed to the nearest regional office of DOLE or Public Employment Service Office.

Recently, South Korea and the Philippines celebrated its 70 years of diplomatic relations. South Korea announced that they have reduced the requirements for visa application. This is to give ease to the applicants in gathering the requirements. This is good news to Filipinos.

The Korean Ambassador said that they are considering this option to government workers, media, and other professionals. They will offer five to 10 years multiple-entry visa. The applicant may only present one document such as an employment certificate. Good news is that Korea is giving such privilege only for Filipinos.

To know the exam ratings, the examinees can view it at the Online Civil Service Examination Result Generation System. The ratings are available within 15 days after the release of the official results.

Civil Service Exam Certificate of Eligibility

In the same manner, the CoE or the Certificate of Eligibility for both the Professional and Sub-Prof level will be issued 30 days after the release of the official examination results. The examinee should claim the CoE personally, otherwise, it won’t be released to a representative. In case the passer had moved to another place after the examination, you can request the CoE at the nearest field office or CSC regional office.

Make sure to bring the valid ID you had used when filing for the exam application. Be ready for additional documents that can help to establish your identity when claiming for the CoE. Bring the official application receipt issued by the CSC. Other documents that you may present is your birth or marriage certificate.

Claiming the Certificate of Eligibility is free of charge. That’s why you should be aware of some fixers that offer help in claiming your CoE.

Not all examinees were blessed to pass the Civil Service examination. Only a few were successful to ace the exam. It’s all worth it because the CoE will be the key to land a job in the government offices.

Civil Service Exam ratings

To know the exam ratings, the examinees can view it at the Online Civil Service Examination Result Generation System. The ratings are available within 15 days after the release of the official results.

Civil Service Exam Certificate of Eligibility

In the same manner, the CoE or the Certificate of Eligibility for both the Professional and Sub-Prof level will be issued 30 days after the release of the official examination results. The examinee should claim the CoE personally, otherwise, it won’t be released to a representative. In case the passer had moved to another place after the examination, you can request the CoE at the nearest field office or CSC regional office.

Make sure to bring the valid ID you had used when filing for the exam application. Be ready for additional documents that can help to establish your identity when claiming for the CoE. Bring the official application receipt issued by the CSC. Other documents that you may present is your birth or marriage certificate.

Claiming the Certificate of Eligibility is free of charge. That’s why you should be aware of some fixers that offer help in claiming your CoE.

Not all examinees were blessed to pass the Civil Service examination. Only a few were successful to ace the exam. It’s all worth it because the CoE will be the key to land a job in the government offices.
