Japan in Need of Nurses and Caregivers, Application is Until April 30

The Japan International Corporation of Welfare Services encourages competent care workers and nurses to apply for around 350 job vacancies in Japan.

This is good news in a recent announcement of the Philippine Overseas Employment Administration under the Framework for the Movement of Natural Persons of the Philippines-Japan Economic Partnership Agreement.

Qualified nurses must be a graduate of Bachelor of Science in Nursing with PRC board license and at least 3 years of experience working in a hospital.

According to POEA, applicants should be dedicated and motivated to study and work as a candidate for “Kangoshi” in order to acquire a license in Japan.

Before hiring, nursing applicants are required to complete an on-the-job training at their hospitals and a 6-month onsite Japanese language training. A licensure examination must be passed too, which could be taken thrice in Japan before granting them to work as a registered nurse.

On the other hand, qualified caregivers should be a graduate of Bachelor of Science in Nursing with or without Professional Regulation Commission license, a graduate of a caregiving program at the Technical Education and Skills Development Authority with an NCII, or a graduate of any 4-year course.

Aspiring care workers must also complete a 6-month onsite language training and on-the-job training for at least 3 years.

All candidates are given until April 30 to submit their applications. So if you think you are capable in this job position, you should submit all the requirements now before someone else takes the chance.

OFWs warned on job opportunities in Poland
The Philippine Overseas Employment Administration advises job applicants to
be wary of illegal recruiters and other unscrupulous persons in view of the
announced “thousands of careers in Poland” that are supposedly open to
Filipino workers.

The Philippine Overseas Labor Office (POLO) in Milan, Italy which has jurisdiction
over Poland, has reported that while it is true that several employers from
various industries are interested in hiring Filipinos, there are also several
challenges encountered by OFWs already in Poland.

POLO Milan has reported that some Filipinos deployed in the road transport
industry, particularly trailer truck drivers, have complained of poor labor
conditions and human trafficking activities.
Also, some Filipinos deployed as factory workers have complained of exorbitant
placement fees and unauthorized deductions made by their recruitment
agencies and employers.

The POEA reminds Filipinos seeking jobs in Poland to only transact with licensed
recruitment agencies with job orders approved by the administration.
The POEA enjoins all applicants to be vigilant against illegal recruiters and to
report any suspected illegal recruitment activities to the POEA Anti-Illegal
Recruitment Branch at 722-11-92 or at POEA Hotline numbers 722-11-44 or 722-

Housewives Compensation Acts, Stay-at-Home Mothers will Grant Php2,000 Monthly Compensation

What a way to praise mothers! In a bill filed in Congress recently, stay-at-home-mothers will, if approved, get a monthly compensation of Php2,000. Albay Representative Joey Sarte Salceda proposed the House Bill 8875 or Housewives Compensation Act. This bill is supposed to recognize the efforts and hardships of mothers or housewives. The bill honors their economic value in the community. Stay-at-home mothers who are members of families below the economic status, housewives, and mothers who don’t have any kind of work, whether part-time or home-based are included in this proposed bill. This act will be under the Department of Social Welfare and Development or DSWD and other LGUs.

Representative Salceda states in his proposal that women have been protected by women’s rights for the past three decades. These rights also promote gender equality where ‘several landmark laws’ have been made and greatly impact women and their welfare. Some of these laws are RA 9710; Magna Carta for Women, RA 7192; Responsible Parenthood Reproductive Health Act, and RA 10361; Domestic Worker’s Act. These are just a few and there are still many.

Salceda added that gender equality, women’s economic empowerment, political inclusion as well as leadership, and violence against women are being ignited by the Beijing Platform for Action, the ASEAN Socio-Cultural Community, the Sustainable Development Goals, and Philippine Development Plan. Because of these initiatives, the country is pushing for the empowerment of women. It focuses on the growth of women in the country. The bill is for mothers who are working hard for their families and they will be honored through this bill. If this will be approved, many mothers and housewives will benefit from it. Do you have a pending transaction with SSS Loan Restructuring Program or LRP? This is a reminder that you only have until April 1 to settle it. SSS announced the date last March 5 on their Twitter account. This is the last call for the application of LRP with condonation.

SSS Loan Restructuring with Condonation is a way of the agency to help their members who weren’t able to pay their loans from SSS in a timely manner. This program started April of last year where SSS members can avail of. This is especially for members who are having a difficult time paying for their loans because of unforeseen situations like typhoons and earthquakes. Those who had a difficult time in paying now have the chance to continue on with their payments.

  • SSS member will qualify if they are living/residing or working in the calamity area that as declared by NDRRMC or National Disaster Risk Reduction and Management Council or as announced by the national government. There must also be an overdue of at least 6 months for the short-term loan.
  • If you’re applying for this, you can pay in full your overdue loan within thirty days and there will be no added interest.
  • You can apply their installment plan which is up to 5 years. This plan only has a small interest of 3% per year.
  • To apply, you should present an accomplished Loan Restructuring Program (LRP) form and valid IDs. A Letter of Authority or LOA should be presented if a representative is bringing your application in your behalf.

Seaman’s book Basic requirements

Prior to going to MARINA to apply for seaman’s book, the applicant needs to produce the necessary requirements including the following:

For new application

  • Valid and recent NBI clearance for seaman’s visa
  • Valid certificate for Basic Safety Training and the official receipt

For renewal of seaman’s book

  • 18 years old, a Filipino citizen
  • A cadet applying for SIRB that will be used for shipboard apprenticeship, 16 years old
  • Filipino seafarer who plans to go on board

Cost of Processing Fee

The cost of the processing fee for application or renewal of seaman’s book varies. If you opt for the expedited application, you will pay Php1,500 and the SIRB will be released within 4 hours. On the other hand, the regular application will take about 8 hours and will cost Php800.00. You can apply Monday to Friday from 7 AM to 6 PM.

  • A member can avail of this when he can’t work because he is sick or injured. He can also avail of this when he gets hospitalized or is staying at home due to sickness. This has to be ongoing for four days.
  • The member must have already paid at least 3 months of contributions. This must be under the 12-month period and immediately before the 6 months of the sickness.
  • The member has already used his sick leave benefits which has pay. He must notify his employer for this.
  • Self-employed and voluntary members must make a direct notification to SSS for the filing of the sickness benefit.
  • The member can get 90% of his average salary credit and up to 120 days is allowed in the duration of one year for the sickness benefit.

MATERNITY

  • The member must have paid at least 3 months of SSS contribution in a 12-month period. This must be immediately ‘before the semester of childbirth or miscarriage’.
  • The member must notify her employer
  • If the member is self-employed or voluntary, she must notify SSS directly.
  • The member will get a 100% a ‘daily maternity benefit allowance’ that is the same amount as her ‘average daily salary credit’. This is times 60 days for normal delivery and miscarriage and 78 days for C-section.
  • This benefit is good for up to four deliveries and miscarriages.

DISABILITY

  • For a member who has a permanent or partial disability, a cash amount will be given. This can be a monthly pension or a lump sum.
  • The member must have 36 months of contribution before the semester of the disability to get this benefit.
  • The member will get a lump sum if he falls under the less than 36 months payment category.
  • The member with 10 credited years of service (CYS) will get a Php1,000/mo pension; Php1,200 for the member with at least 10 CYS; and Php2,400 for the member with at least 20 credited years of service.

RETIREMENT

  • The member has to be retired (optional retirement) from employment or being self-employed.
  • The member must have at least 120 months of contribution before the semester of the retirement
  • The member must be 65 years old (mandatory retirement); employed or not.
  • The member can get a lump sum amount if there is less than 120 months of contribution.
  • Aside from the lump sum amount, the member will get monthly pension and a 13th-month pension which are given every December. The amount of the 13th-month pension is equivalent to the amount of the monthly pension of the member.
  • Minor children will have benefits of 10% of the pension of the member or PHp250 (whichever is higher). Five minor children are entitled to this benefit.

DEATH and FUNERAL

  • The benefits of death and funeral can be a monthly pension or lump sum which will be given to the beneficiaries of the deceased member. There’s also a Php20,000 funeral grant for the person who shouldered the expenses of the burial.
  • The member’s primary beneficiary will get a monthly death pension if the member has at least 36 months of contribution before the semester of the death.
  • The primary beneficiary will also get a lump sum amount if the member has contributed for less than 36 months.
  • The pension will go to secondary beneficiaries if the member has no primary beneficiaries.

SSS Contribution Rates

  • The compensation of the members is the basis for the monthly contributions. Currently, a contribution rate of 11% of a member’s salary credit goes to SSS contribution. This is for members who have Php16,000 salary or less. This amount is divided into two; 7.37% for the employer and 3.63% for the member (employee).
  • Self-employed and voluntary members will pay the whole 11% of monthly salary credit (MSC). For OFWs, the minimum monthly salary credit is Php5,000. For a non-working spouse, the monthly contribution is 50% of the working spouse’s salary. It can’t be lower than Php1,000.

Tips for Employed, Voluntary, OFWs, and Self-Employed Members

  • Remember that there are penalties for delayed payments so paying on time is a must.
  • Delayed payments also mean that there will be penalties and delays in benefits and loans processing so for employees and other monthly contributors, pay on time to avoid this.
  • Voluntary and self-employed members can either pat their contributions monthly or quarterly. Each quarter will cover three months (e.g. January-March).
  • OFWs who will pay for October to December can pay on or before January 31 of the next year.

As the 2019 election is fast approaching, it is important for all the concerned individuals to know what to do and not to do during the election day. This is not only for the candidates but also for the supporters and voters.

Here are the acts that should be avoided as mandated by the Commission on Election or COMELEC:

Campaigning

As stated in Section 5 of RA No. 7166, each category of candidate has a specific period for campaigning such as:

  • Candidates for president, vice-president, and senators are given 90 days to campaign prior to the election day.
  • Provincial candidates, congressmen, municipal and city officials have 45 days to conduct a campaign.

Selling, buying, offering, taking or serving intoxicating liquor

  • These acts are prohibited a day or during the election day as stated by the law. However, establishments with Ministry of Tourism certificates catering to foreign tourists are exempted by the law.

Providing free transportation, giving, or accepting anything of value

  • Any candidate, organization, political party, or any person are not allowed to offer or accept anything of value, directly or indirectly during the election day. Those acts are not allowed during a public meeting or a day before the election.

Voting on behalf of another person

  • It is prohibited to vote more than once and on behalf of another person whether with the consent or without.

Another prohibition that should not be practiced by the concerned individuals is doing any propaganda to solicit votes within the polling place. It is stated in the Omnibus election Code under Section 266.  Likewise, vendors are not allowed to sell refreshments or any merchandise within 30 meters from the venue during the election day.

In addition, other activities like boxing, cockfights, horse races, and other similar sports are prohibited during the election day.

This is a reminder not only to the candidates but to all the Filipino citizens.
