How to Apply for PhilFrance Scholarship  Masteral and Doctorate Degree for Filipinos

Good news to those who are aspiring to take advantage of the PhilFrance scholarship program. The French Embassy announced that they are starting to accept applications for academic year 2019-2020. The lucky ones who get chosen will not only have a subsidy on their tuition fee but will also receive a stipend of Php41,000-62,000 while they are studying in France.

Deserving Filipino professionals and students who wish to have a Master’s or Doctorate Degree in their chosen fields will be receiving subsidy under this scholarship program. The scholarship grant will be given to candidates that are highly qualified and have a strong scholastic and leadership qualities in their professional and academic activities.

PhilFrance scholarship package includes;

  • Tuition fee for the whole period of the scholarship program

For government run universities:

There will be an exemption from the registration fee (texonération des frais d’inscription à l’université)

*Registration fee (February 2019) – €3 770/academic year for both the Master’s and Doctorate levels

For higher education French institutions:

*The subsidy for partial tuition fee is of €5 000/ academic year and can’t be converted to cash. It will be directly paid to the institution.

  • There will be Php41,000 allowance per month for those taking Master’s Degree while Php62,000 will be the allowance per month for those taking PhD. There will also be an installation allowance amounting to Php41,000.
  • There will also be a healthcare package and priority admission to public student pass for the duration of the academic program.

PhilFrance scholarship  Qualifications

  • Filipino citizen that is residing in the Philippines during the time of application (Graduating students or graduates from a higher education institution in the Philippines)
  • For Master’s degree programs applicants, they should be graduates of a Bachelor’s Degree or students in their last college year.
  • For PhD applicants, they should be have a Master’s Degree or in their last college year.

Programs

Earning a Master’s Degree or PhD from a French university

  • There are online tools that are available in finding graduate programs that are taught in English. These can be found in the Other sources section.
  • Technical and vocational disciplines like fashion design and culinary arts are ineligible.
  • Foreign higher universities that are based in France are not entitled for the scholarship.

  • 1 page CV with detailed academic, leadership, and professional skill
  • Submit an essay not more than 500 words; stating your reason for applying and desiring to study in France. You should also explain how the experience and degree will have a positive effect to your country and society. Take note that if your essay is more than the word limit, it will not be accepted and so is your application. They want an academic essay and not a cover letter.
  • An official copy of most recent academic transcripts with university level grades
  • Acceptance letter or a proof of completed application to other graduate degree programs that had been issued by a French university that you have applied.
  • Proof of financial funds such the income tax return

Format

Documents should be in PDF format except the essay which should be submitted as a Word document. Reduce size of PDF. Don’t submit documents that are not requested by the Embassy. Make sure all documents are complete before submitting to the Embassy because if the instructions are not followed, the application will be discarded.

Most of you have probably felt frustrated with the slow release. This might be good news though because you can check their availability now through the LTO’s official website. Through LTO online website, you can check if your plates are finally available. This is aside from their online service of scheduling an appointment.

You should choose the option for the MV license plate. You are then required to enter a fifteen digit file number of the plate. After you’re done searching, you’ll be given instructions where and when you can claim the plates. Edgar Galvante, Chief Assistant of the LTO had said that plates have been released to manufacturers and regional offices since July 2018. He further said that more than 230K plates have been manufactured since April 2018 when the plate making plant of the agency was opened. The production will be sufficient enough to cover the agency’s backlog for the period of July to December 2016.

He had also asked the car owners to have some patience while waiting for their plates. They just have to wait and the agency will notify them once the plates become available stating that they don’t want the motorists to go to District Offices even if the plates are not available yet so as not to waste time. Unfortunately however, if you have registered your car before July 2016, you won’t be included because the plates were commissioned by the past administration to a different contractor. The said contract with the previous contractor was subjected to a disallowance from COA. There is no announcement yet from the LTO as to when you can claim your license plates if you’ve registered before July 2016.

13K Nurses to be Hired in Government Hospitals According to Senator JV Ejercito

This is good news for the nurses in the Philippines. The government is set to hire around 13,000 nurses because the national budget has allocated enough funds for them in the National Budget for 2019. This is according to Senator JV Ejercito who’s running for reelection in the senatorial slate this year. He said on Thursday that under the General Appropriations Act (GAA), the funds for salaries and financial benefits of Php7B are now available for the employment of around 13K additional nurses.

This will be under the HRH (Human Resources for Health) of the DOH (Department of Health). As of the moment there are 3,627 nurses employed in the government sector which is not enough in serving the countless patients in the government hospitals nationwide. This bill will not only help the unemployees nurses but the patients as well.

Senator JV Ejercito is currently the Senate Committee on Health and Demography Chairman. He is also the principal sponsor of the law on Universal Health Care. He was also the one who pushed for the Php7B allocation for HRH during the deliberation in Senate and fortunately succeeded. Ejercito further stated that it was like “hitting two nirds with one stone” because the 13K additional nurses will help in improving services in the government hospitals and give lucrative employment to jobless nurses. The Senator, being the DOH budget sponsor was also able to restore the PHP15B GAA funds for the Health Facilities Enhancement Program.

This is definitely a big help to the jobless nurses in the country. Aside from the salaries, they will also be receiving allowances and additional benefits that government employees are receiving. CHED Orders School Opening for SY 2019-2020 will Start in August

Starting school year 2019-2020, the school opening will be on August. This is based on the order of CHED (Commission on Higher Education). J. Prospero E. de Vera III, CHED OIC, issued a memorandum dated April 5, 2019, stating that all the (SUC) State Universities and Colleges and (LUC) Local Universities and Colleges will have their opening of classes in August. This will synchronize the Academic year to Fiscal year.

The memo reads; “Pursuant to the pertinent provisions of RA 7722, otherwise known as “Higher Education Act of 1994″ and CEB Resolution No. 142-2019, all State Universities (SUCs) and Local Universities and Colleges (LUCs) are enjoined to synchronize its respective Academic Year (AY) to a Fiscal Year (FY) starting FY 2019 and to ensure that starting FY 2020, all SUCs and LUCs have synchronized their academic year to a fiscal year.”

The school opening new schedule still follows RA 7722 Section 3 that states higher education schools should start the school year every first Monday of June and not later than the last day of August. Chairman de Vera explained in 2018 that the decision to make this change is to help in facilitating an easier implementation of the Universal Access to Quality Tertiary Education Act that is under the cah-based budgeting system. He stressed out further  that the academic and fiscal year were not aligned thus the implementation of a free higher education law would be greatly affected by this kind of budgeting system.

Under the cash-based budget system, government agencies are obligated that they spend the allocated funds and deliver projects within the same year. According to de Vera, there had been difficulties in the schools’ reimbursement because schools start in different months. With this new school opening, all the necessary reimbursements will be done by the end of the fiscal year. He also said that the school opening’s synchronization is very much needed because some LUCs and SUCs have started opening of classes in August. It was noted by CHED that around 78 LUCs and 112 SUCs will benefit from the free higher education education law. This change in the school opening may get different reactions from students but will definitely help in the proper implementation of government requirements.

If you’re aware of how things go by in the Philippines, you probably know that getting a Non-Professional Driver’s License is not an easy process to go through. You have to exert a lot of patience. You can’t just lose your cool because it’s required.

These are the procedures in getting your non professional license;

LTO Non Pro License Qualifications

  • At least 18 yrs. of age
  • Mentally and Physically Fit to operate a vehicle
  • Holder of a valid student permit
  • English or Filipino dialect literate
  • Presentable and neat during picture taking and examinations
  • For foreigners; at least one month residence in the Philippines and will be able to present proof that he/she will be staying in the country for one year at the least starting from the date of application

Non Pro License Requirements

  • Valid Student Permit that is at least a month old
  • Duly filled-out driver’s license application form (The same is downloadable through their website)
  • Medical Certificate (hard copy) which states that you’re mentally and physically fit to operate a vehicle; must be issued by a registered physician of an LTO accredited clinic. The physician/clinic must upload the same to the IT system of the LTO
  • Able to pass both the written and practical tests
  • For foreigners; original & Xerox copy of passport and visa should be presented. If born in the Philippines, just present the original and Xerox copy of birth certificate which has NSO authentication.

Please take note that should you fail the BDTT (Basic Driving theory Test) and/or PDT (Practical Driving Test) twice, you can’t apply again within a one year period. If you fail for the 3rd time, you’re prohibited to apply again for a two year period.

Your vehicle whether new or second hand is required to be registered at the LTO (Land Transportation Office) so that your ownership of the vehicle will be valid. The vehicle registration or renewal is a legal process that would need legal documents. These documents will prove that the vehicle is really yours. And of course, there will be corresponding fees that you have to pay.

Documents needed for LTO Registration Renewal

  • Official Receipt (OR) from the car dealer
  • Registration Certificate (CR) – original copies are needed for registration renewal
  • CPTL (Compulsory Third Party Liability) Insurance –Take note that this should at least be Php950.00

If you want to make sure that the second hand car you bought is legit, you can have the OR-CR authenticated at the Land Transportation Office Property Section located in East Avenue, Q.C.

Emission Test

Before the scheduled registration date, your car has to go through an emission test. Proceed to an emission center and pay the necessary testing fees then have your vehicle tested; usually lasts for 1 ½ hours. This test will also include the stencil procedure on the engine. This is also registration requirement.

Presentation of the Documents

When you’re done with the emission test, present all your documents to be able to proceed with the registration or renewal. Always follow the schedule matrix so that you won’t be late in your registration and avoid paying the Php 200.00 penalty fee. If you will register or renew in a different branch, there will be a fee of Php100.00. This is for the change of location.

Senate Bill that Requires a Cleaner Land Transportation Terminals with free Internet Access Passed

If you have traveled by public land transportation, you might have noticed that the facilities are not really so good. Some even stinks. So this is a most welcome news for travelers; There’s a pending bill in Congress aiming to have an improved and cleaner terminal facilities. Senate Bill No. 1749 or will otherwise be known as the “Act to Improve Land Transportation Terminals, Stations, Stops, Rest Areas, and Roll-On/Roll-Off (RoRo) Terminals”.

This act directly points to the administrators, operators, and owners of land transportation terminals, RoRo stations, rest areas, stations, and stops to enhance their equipment and facilities. Aside from requiring them to have clean facilities they should also provide Internet access for free to their commuters. This bill further requires that they should have facilities that are hygienic and sanitary. Meanwhile, the free Internet falls under Republic Act No. 109209 or otherwise known as “Free Internet Access in the Public Places Act.” This is under the national Law’s Section III which states that the DICT (Department of Information and Communications Technology) in coordination with the DOTr (Department of Transportation) that will make sure land transportation terminals are given free access of the Internet.

Other Bill Requirements

Since this is dedicated on making the establishment cleaner, it will mean having better amenities plus more hygienic comfort rooms and proper ventilation. The water system should work properly and the flush system should be working well. There should also be breastfeeding facility.

Penalty

If an administrator, owner or operator of the terminal will fail to comply within the sanitary standards set for the facilities, they will have to pay a fine of Php5K for a day of violation. This means that should they fail for one week they will be paying a fine of Php35K. If they also fail to abide to the collection of fees prohibition, there will be another Php5k fine.

When will this become a Law?

The bill was adopted by Congress and sent to the Office of the President last March 21, 2019. If after 30 days and the President hasn’t signed this into a law, it will automatically lapse. Once this happens, the terminal owners, administrators, and officers will have enough time to provide what they are required to provide their commuters or they would face the consequences and worse, pay the corresponding fines.

Are you planning to drive on your own? Then it’s about time that you should have your own driver’s license. Since it’s your first time, you will only be able to get a Student License or Permit. So, why would you need to have a Student Permit from the LTO if you’re just about to practice driving; you may be wondering. This is required so that you will be able to practice driving and after a few months you will get your Non-Professional Driver’s License and start driving on your own.

Student License Qualifications 

  • At least 17 yrs. of age
  • Mentally and physically fit to drive
  • English or Filipino literate

LTO Student License Requirements (2019)

  • Fill-up the downloadable driver’s license application form
  • Submit an original and a photocopy of birth certificate
  • For those that are below 18 yrs. of age, attach a copy (original) of consent from parents or guardian and a Xerox copy of one valid Government issued ID that shows the signature of the consenting parent or guardian.
  • A Medical Certificate (hard copy) which states that you are mentally and physically fit to drive. It must be issued by a registered physician and from a clinic that had been accredited by the LTO. The certificate should be uploaded electronically by the physician or clinic to the LTO IT system.

Points to Remember

In case that the birth certificate is not available, any of these 2 documents will do;

  • Joint affidavit of 2 unbiased persons who personally know the applicant. They must be able to attest to the applicant’s identity and age.
  • A non-availability of record from the local civil registry or NSO must also be attached.
  • Any government issued ID or legal document that will prove the identity and age
  • In the absence of parent or guardian, the consent should be notarized.

Steps on How to Get a Student License

  • Go to the nearest LTO licensing center and proceed to the customer service window.
  • Secure an application form ( this can also be downloaded from their website)
  • Wait for your number to be called and you can go to the evaluator counter. Submit all the documents and wait while they are being checked for authenticity and completeness
  • Once your name is called, proceed to have your photo and signature taken.
  • Go to the cashier to pay the corresponding fees. Make sure you get an OR (Official Receipt) before leaving the window
  • You may now proceed to the Releasing Window; present the OR and you can claim your Student Permit

A Student Permit has a validity of one year but you can already apply for a Non-Professional Driver’s License after six months. Make sure though that by the time you will be applying for said license, you’re already good on your driving skills. MPL Qualification or eligibility

The member must have to following to qualify for the said program
– At least 24 months membership savings

MPL Loan amount and Interest Rate

The loan of applicant is equivalent to 80% of TVA Total Accumulated Value, If the borrower has an existing loan the loanable amount will be different. In interest rate the loan will be charged with an interest rate of 10.5% per annum. (Interest rate may vary)

Renewal of Loan

Borrower may renew after six months equivalent amortization and satisfying the eligibility requirements. On the other hand the new loan shall applied to the borrower’s outstanding MPL obligation.

1.Download the Pag-Ibig Multi-Purpose Loan Application Form (MPLAF) and fill in the blanks with your right info.
2. Submit the following Pag-IBIG Loan requirements:

-Photocopy of at least two (2) valid IDs
-Proof of income or latest pay slips of your one month salary

Applicants must go to the regional or city DSWD office and submit the following;

  • Barangay Certificate which states your residence status for the last 6 months and you status as a single parent

  • Certified documents showing your personal income

*Once a social worker has reviewed the documents and they’re found to be legit, there will be a designated case number that will be given to you which will be registered in the Solo Parent registry logbook. Once approved, the ID can be claimed after thirty days and will be valid for one year. It can be renewed after submitting updated documents.

Are you planning to invest in about five years but not so sure yet where to get your finances? The MP2 Pag-IBIG Program might be the answer. If you don’t have enough cash for the investment that you’ve been planning, this program will help save up money that will be needed. This program is a voluntary 5 yr. savings scheme that had been added by Pag-IBIG Fund for its members.

MP2 Pag IBIG Program

This is different from the regular savings and has a higher dividend rate than that of the regular savings.  Any active member may apply for this program and this includes the OFWs. Even the retired Pag-Ibig members can also join provided that they have a monthly source of income like pension had at least twenty four months of contribution during their membership.

Perks of Saving on MP2

You can say that this is an easy way of investing. Why? The minimum amount you will need monthly is just Php 500.00 and it can be increased to any amount that will be easy for you. You can also pay “one time big time” and it will give you a higher yield. If you’re employed, it can be directly deducted from your salary or you can even pay for the entire year; payment mode actually depends on your preference.

For a minimum savings of Php500 per month you will be able to withdraw Php35,776.68 upon maturity. That’s about 5,776.68 interest. It might not seem too big but aside from being able to save that amount, this interest is not bad. You would probably just spend this on unnecessary things if didn’t invest it.

There are two ways of enrolling at this program. There is a downloadable enrollment Pag IBIG form which after filling up can be brought to the nearest Pag-IBIG branch to register. You can also register pag ibig online. Either way, once you have enrolled and have been given your MP2 account number, you can no start remitting.

Proposed Bill: Spouses of OFWs to Considered as Solo Parents and Entitled for Benefits

This is one of the most welcome news for the spouses of OFWs. There’s a pending bill in the Senate which proposes that spouses of OFWs be considered as solo parents and should be given the same benefits as the Senior Citizens and PWD. Senate Bill No. 1936 requires that to qualify, one has to have an OFW legitimate spouse and have been working overseas for at least a year. Aside from these requirements, the OFW spouse should also be low and semi-skilled to become eligible for this solo parents benefits.

This bill is among the remarkable provisions that had been initiated by Senator Risa Hontiveros. This expands the existing Solo Parent’s Welfare Act and Parental Leave. Senator Hontiveros said that this proposed benefit for OFW spouses would help in the plight of the solo parents in the country and ease the negatives effects that children living with only one parent have to endure.

  • Discount

The proposal of Hontiveros will grant OFW spouses a 20% discount on health supplements, vaccines, medicines, equipments, and accessories for their minor children. They will also be able to enjoy a 20% discount on all medical consultations, laboratory fees, and hospital bills from both private and government healthcare facilities.

  • Additional Privilege

Solo parents will also be able to enjoy a 20% discount on the tuition fees of their children from kindergarten up to tertiary level in both private and public schools. This is aside from scholarship grants. There will also be the same discount rate for both the spouse and children whenever they use recreational facilities. This will obviously give the children a better chance of getting a good education.

  • Social Privilege

There are other unbelievable benefits once this is approved; a cutback on inheritance and real estate tax, Php50K exemption on income tax. The solo parent can also claim tax benefits on behalf of the children.

  • Offenses and Punishment

All local government offices are required to create their own “Solo Parents Affairs Office” and the barangay will be asked to have a Help desk for said purpose. This is to be able to give prompt assistance to the solo parents within their jurisdiction. Both government and private offices which employs at least a hundred personnel will be asked to put up a day care facility.

A company who will refuse to hire a qualified solo parent will have to pay a fine of Php50K on the first offense. They may also face an imprisonment of more than a year. Succeeding violations may pay a fine of up to Php200K and may face an imprisonment of not more than a couple of years.

Lawmakers are Planning to Revive the Good Manners and Right Conduct Subject in Schools

Lawmakers are planning to revive GMRC (Good Manners and Right Conduct) and make it as a separate subject in the curriculum of Basic Education. GMRC had been removed when the K to 12 program was implemented. It had just been added as part of Social Studies or in another subject related to the subject matter. Representative Salvador B. Belaro, Jr. had authored House Bill No. 6705 which will otherwise be known as “An Act to Revive Good Manners and Right Conduct as a Separate subject in the Basic Education”. This lawmaker believes that it’s high time the youth relearn the proper values and conduct which can be applied in their daily lives.

He further stressed out that the role models of the youth at present have been giving them the wrong signals so to speak. Most of the time they base everything on what they see on the internet and as everyone knows, this can be quite dangerous in honing the values especially of the kids. They can be made to believe that what they read or watch on the net is right and that’s what they can follow. What they see on tv and on social media have been bringing confusion.

Violence and sexual malice have become very open and if these aren’t explained well to the youth, it will have a negative effect. Many times in recent weeks and months, there had been news about kids and teens doing horrible acts. Why do you think this is happening? Aside from the poverty that the country is experiencing, it’s also very obvious that the youth of today are not taught proper values anymore so it’s time to instill back good values to make them grow up to be better individuals. This in turn will also bring a positive effect in the country.

According to Rep. Belaro, if the bill will be passed into law, the Department of Education will have to create a “set menu” lessons which will focus on teaching the students good manners and right conduct. They will also be tasked to plan Implementing Rules and Regulations based on the bill. The lessons will encourage the youth to have respect not just for others and their elders but of themselves as well.

They will also be taught on the values of determination, patience, good faith, hard work, and honesty with their fellow human beings. On the same note, Senator Joseph Victor G. Ejercito has also created Bill No. 1855 which is “An Act to Institutionalize Good Manners and Right Conduct (GMRC) in the School Curriculum.” Furthermore, Sen. Ejercito stressed out that it should be taught in both elementary and secondary levels using the native dialect. The Filipino children should be taught once again how to become a nationalistic and independent citizen. Lastly, it is also a policy of the state to make sure that good manners and right conduct are practiced every citizen.

First, what is R.A. 11222? R.A. 11222 or the Simulated Birth Rectification Act is the law that governs the adoption process.

  • This law allows the adoptive parents to change the birth record of the adopted kid so that they will appear to be the biological parents of the child.
  • There will be a system for the adoptive parents to adopt the child legally and to make any corrections with the birth record of the child.
  • There will be an amnesty provided to the adoptive parents who will edit the birth record of their adopted child for his ‘best interest’. A proof must be provided that the child is treated well and a part of the family.
  • The child must be given all the benefits which include status and affiliations.
  • This law will be applied if the child is already living with adoptive parents three years after the law will take effect.

Cost of Adoption in the Philippines

The applicant will spend for securing the documents/requirements for adoption but the services of DSWD for adoption is free. As to the services of accredited child placing agencies, the applicant may directly inquire from the agency (Kaisahang Buhay Foundation, Norfil Foundation).

The prospective adoptive parent/s as petitioner/s for adoption of a child/children, will have to get the services of a private lawyer. The cost of services of a lawyer varies, which include an acceptance fee, appearance fee (in court) among others.

Requirements on how to adopt a baby in the Philippines?

  • A Certificate from the Department of Social Welfare and Development or DSWD regarding the legality of the adoption.
  • The person/s adopting must be a Filipino citizen/s. He/she must be of legal age, must have the capacity to take care of the child, and must have a good moral character.
  • The adopter must not have any criminal record of moral turpitude.
  • The adopter must be ready both emotionally and psychologically in taking care of a child.
  • Must have the financial means to support a child.
  • Written consent from the adoptee if at least 10 years old.
  • Written consent from the adopted children and legitimate children if at least 10 years old.
  • Written consent from the illegitimate children who are 10 years old and above if they are living with the adopter and the spouse of the adopter.
  • Petition for Adoption
  • Application for Rectification of Birth Record
  • Simulated birth and/or foundling certificated copies

How to know if the adoption process is approved?

After submission of all documents, you can check with the DSWD Secretary if the Order of Adoption was issued. The ‘simulation birth record’ will be canceled when the order of adoption is received then they will issue a ‘Rectified Birth Record’. The document will now have the name of the adopter and a copy of a foundling certificate. The adoptive parents will now be the legal parents and the adopted child is now a legitimate child.

This is one of the many laws he just signed and also one of the most important because it is about the safety of a child when riding a motor vehicle. What is the Child Safety in Motor Vehicles Act or ‘Car Seat Law‘?

Here are some of the things you should know Car Seat Law.

  • Children are not allowed to sit in the front seat of a running vehicle if they are 12 years old and below.
  • Children with a height of at least 4’11’ or 150 centimeters can seat in front provided they use a secured seat belt.
  • The restraint system of the car must properly accommodate a child. It must be safe and must be comfortable for the child.
  • The restraint system of the car must be proportional to the age, height, and weight of the child using it.
  • The restraint system of the car need not be used in case of medical emergencies where the life of the child will be in greater danger. It also need not be used when the child riding has a developmental condition or other medical conditions that might affect the child when he uses it.
  • the parent or guardian of the child must not leave the child alone inside the car.
  • Don’t use a substandard car seat or an expired one. The car seats must have a Philippine Standard or PS mark and a sticker from the ICC or Import Clearance Certificate.

What are the Violations and Fees for Car Seat Law?

  • Php1,000 for the first offense
  • Php2,000 for the second offense
  • Php5,000 for succeeding offenses
